Min - Planning and Zoning Commission - 1983 - 04/04 - WorkshopALLEN PLANNING & ZONING COMMISSION WORKSHOP SESSION APRIL 4, 1983 Present Commissioners Sim Pendleton, Chairman Sim Wolfe, Vice Chairman Gary Koch, Secretary Larry Larsen Bobby Glass Mike Hill Glenn Andrew (Arrived at 7:13 p.m.) City Staff: Bill Petty, Director of Community Development Sherry Massett, Secretary Chairman Pendleton called the Workshop Session to order at 7:02 p.m. at the Allen Municipal Annex City Council Chambers, #1 Butler Circle, Allen, Texas. This workshop session was called to consider a preliminary concept and feasibility review submitted by Willard R. Baker Develop- ment Company pertaining to establishing a possible golf course and country club estates on approximately 700 acres of land fronting the north side of F.M. 2170 beginning at a point approximately 2 miles west of F.M. 2170 and U. S. Highway 75. Bob Harper, of Willard Baker Development Company, introduced the group representing the proposed development to the Commission. This group consisted of the following persons: David Pierson, Acrey, Roberts, & Pierson, Inc. Ed Proctor, Proctor Bowers & Associates, A Planning Firm Willard R. Baker, Developer Stan Itzkowitz, Realtor Bob Harper then presented the proposed development to the Commission. He gave the Commission a copy of a proposed housing mix projection and told them that this housing mix projection was done with some consideration of the Frank Osgood Update to Planning District No. 4 of the Comprehensive Plan. Mr. Harper then went ALLEN PLANNING & ZONING COMMISSION APRIL 4, 1983 PAGE 2 over a proposed Land Use Summary of the whole 700 areas, a Dwelling Unit Summary, and Housing Absorption projection (number of lots sold and number of houses started) by year. The Commission wanted to know the time frame, in relation to the complete project, when the proposed golf course would be put in. Willard Baker told the Commission that the proposed golf course would be done at the beginning of the project. There was some discussion as to whether the golf course would be in at all, how the proposed development depends on this golf course, and what to expect of the development if the golf course is found not feasible to develop. There was some discussion on the sewer system for the project and possible cooperation from the City on said system. Some concern was expressed by the Commisison that part of the project is in the Plano Independent School District and asked the Developer if they were going to try to get the school boundaries changed. Bob Harper informed the Commission that more of the larger lots would probably be on the west side of the development due to the terrain of this side of the project, but that the total number of larger lots would be scattered on both sides of the project along the golf course. The Commission expressed a concern that there should be a true housing mix and not build all of the smaller houses in one area. They also discussed the timing as far as how long it would take for each size of single family dwelling to be built out. There was some discussion on the square footage of the proposed housing mix in the development. The Commission gave the developers a copy of a concensus the Commission came up with in relation to square footages they would like to see in future developments in the city. They suggested that the developers use these percentages as a guideline when considering housing mixes in the proposed develop- ment. The Developer asked the Commission if they could use the proposed golf course as part of the open space requirement of the project. The Commission felt that this did not meet the intent of the Zoning Ordinance and that the open space should be available to the general public. They also expressed a desire to see some open space in the higher density areas of the development. The Commission expressed a desire that the developers not put the streets in a grid system, especially in the area with a higher density. There was further discussion on how many school sites the Commi- ssion thought there should be in the proposed development, especially since part of the area is in the Plano Independent School District. There was a concensus by the Commission that this is a work- able concept plan and the developer should continue work on it. There was extensive discussion as to if there would be a problem getting the sewer line to the proposed development. Staff is going to see what can be done to expedite a solution to this problem.
