Min - Planning and Zoning Commission - 1983 - 06/08 - WorkshopALLEN PLANNING & ZONING COMMISSION WORKSHOP SESSION JUNE 8, 1983 Present: Commissioners: Proponents Jim Pendleton, Chairman Bob Harper, Willard Baker Develop - Jim Wolfe, Vice Chairman ment Company Gary Koch, Secretary Willard Baker Bobby Glass Stan Itzkowitz Glenn Andrew David Piersen, Engineer Larry Larsen Ed Proctor, Planner Absent: Mike Hill City Staff: Bill Petty, Director of Community Development Sherry Massett, Secretary The Called Workshop Session of the Allen Planning and Zoning Commission was called to order at 7:45 p.m. on Wednesday, June 8, 1983, at the Allen Municipal Annex, #1 Butler Circle, Allen, Texas. Chairman Pendleton read the agenda item into the record as follows: "Workshop Session with Willard R. Baker Development Company to discuss the progress on a proposed Golf Course/Country Club development on approximately 700 acres of land fronting the north side of F.M. 2170, beginning at a point approximately 2 miles west of F.M. 2170 and U. S. Highway 75." Bob Harper, of Willard R. Baker Development Company, told the Commission what they are working toward and what they are planning to do with the land. Ed Proctor, Planner, showed the Commission a concept plan of the proposed development. He told the Commission that there is some question on the feasibility of the golf course/country club and there was some question that if there is to be a golf course that it should be public, not private. He stated that they tried to meet the percentages set out by the Commission in housing size and lot sizes. Mr. Proctor also showed the Commission the proposed street layout, school site, commercial tracts, and open space. ALLEN PLANNING & ZONING COMMISSION JUNE 8, 1983 PAGE 2 There was a question as to if the main thoroughfares are in accordance with the Thoroughfare Plan of the City. 9 Some of the items discussed included the fact that part of the development is in the Plano Independent School District; whether the proposal will be submitted as a PD or if they will ask for straight zoning; whether, since they will now have no golf course, they plan to have the open space/greenbelt maintained by a homeowner's assoc- iation or if it will be dedicated to the city; making the greenbelt a jogging or hiking trail to be maintained by the city; the fact that they found the golf course not to be feasible; how the develop- ment would be sewered; the proposed park sites throughout the proposed development; a timetable as to when the greenbelt would be dedicated to the city; if the shopping center zoning was enough to serve the whole 7001 acre proposed development. Willard Baker discussed with the Commission the percentage of house and lot sizes in the proposed development as they relate to the guidelines set out be them. Some concerns expressed by the Commission included the open space and how it would be treated (private or dedicated to the city); the collector street in relation to the creek and future development of the land adjacent to this proposed development; whether it is a good idea to have homes backing up to a park. The Commission discussed the fact that the developer should possibly meet with the Park Board concerning the proposed parks and open space/greenbelt and the dedication of these to the city. Four points Co=mmissioner Wolfe thought the Park Board could consider included: 1. Can the city maintain and develop the amount of park land proposed? 2. How would the city utilize the space? 3. What park design methods do we recommend for developed park space. 4. What timing constraints should be placed on transfer of maintenance responsibility. Overall, the Commission thought the developer's preliminary concept plan was workable. There was also some discussion as to if the Commission should use the same policy statement of house and lot size percentages on the west side as they are applying them on the east side of Highway 75. The Commission asked Mr. Baker to possibly show a range of house sizes in each residential category in the Planned Development Ordinance. Chairman Pendleton recessed the Called Workshop Session of the Allen Planning and Zoning Commission at 9:50 p.m. These minutes approved on the 23RD day of JUNE 1983.
