Min - Planning and Zoning Commission - 1984 - 06/28 - RegularALLEN PLANNING & ZONING COMMISSION REGULAR MEETING JUNE 28, 1984 Present: Commissioners: Jim Pendleton, Chairman Gary Koch, Vice Chairman Wayne Armand, Secretary Both, Glass Jack Pennington Jerry Wilson Absent: Dick Erickson Staff: Bill Petty, Director of Community Development Tom Keener, Development Coordinator Kellie Fishell, Secretary The Regular Meeting of the Allen Planning and Zoning Commission was called to order by Chairman Pendleton at 7:30 p.m. at the Allen Municipal Annex, 91 Butler Circle, Allen, Texas. Approve Minutes of June 14, 1984 Regular Meeting (Agenda Item II) Chairman Pendleton read the agenda item into the minutes as follows: "Approve minutes of June 14, 1984, Regular Meeting." MOTION: Upon a motion made by Commissioner Glass and seconded by Commissioner Wilson, the Commission voted 6-0 to approve the minutes. The motion carried. f ALLEN PLANNING S ZONING COMMISSION PAGE 2 JUNE 28, 1984 Set a date for Public Hearing Don Bass (Agenda Item III) Chairman Pendleton read the agenda item into the minutes as follows: "Set a date for a public hearing on Zoning request by Don Bass on approximately 138 acres situated in the Peter Fisher Survey, Abstract No. 324, City of Allen, Collin County, Texas and being further described as the northwest corner of the intersection of F.M. 2170 and Malone Road." MOTION: Upon a motion made by Commissioner Armand and seconded by Commissioner Koch, the Commission voted 6 - 0 to set a date for public hearing for July 12, 1984. The motion carried. Public Hearing Nelson Engineering (Agenda Item IV) Chairman Pendleton read the agenda item into the minutes as follows: Public Hearing -Requested by Nelson Engineering on 224 acres situated in the John Fyke Survey, Abst. #325, W.J. Jackson Survey. Abst. 6484, A.B. Perrin Survey, Abst. 6713, William Perrin Survey, Abst. 6708, and the Catherine Parsons Survey, Abst. 11711, said tract being a 49± acre tract of land as recorded in Vol. 895, Page 452 of the Deed Records of Collin County, and a 129± acre tract of land as recorded in Vol. 895, Page 448 of the Deed Records of Collin County, and part of a 174± acre tract of land conveyed to E. Molsen by Deed as recorded in Vol. 580, Page 123 of the Deed Records of Collin County. Further described as the northwest corner of U.S. Hwy 75 and F.M. 2170. The request is to coincide zoning to PD with annexation on 45 acres. Also, rezoning is requested on 179 acres known as PD 17. Zoning Case No. Z6-8-84-29. Craig Curry, representative for Nelson Engineering, reviewed ■r proposal changes with the Commission. L John DeShazo, was present to present and answer questions on the traffic impact analysis. ALLEN PLANNING 6 ZONING COMMISSION PAGE 3 JUNE 28, 1984 Public Hearing Nelson Engineering (Agenda Item IV) Chairman Pendleton opened the public hearing. There was no one present to speak for or against the request. Chairman Pendleton closed the public hearing. Findings of the Commission before request goes to City Council: (1) Addition of the words "no outside storage" beside Plumbing Shop on Page 15 of the proposal. (2) Correct Page 19 of the proposal, last paragraph, change word minimum to maximum. (3) Include an addendum of the traffic consultant with a recommendation of the eight lane divided thoroughfare between Watters and U.S. 75 as an addition at a future date. (4) Change name of Shelley Drive to Watters Road. MOTION: Upon a motion by Commissioner Pennington and seconded by Commissioner Koch, the Commission voted 6-0 to approve Bray Central I with stipulations. The motion carried. Preliminary Plat Oak Ridge (Agenda Item V) Chairman Pendleton read the agenda item into the minutes as follows: "Consider a request for preliminary plat approval as requested by Oak Ridge, being a portion of the Peter Fisher survey, Abstract No. 324, City of Allen, Collin County, Texas. Further described as located at Exchange and Malone." Roland Wright, representative of Ken Marchant Custom Homes, presented the plat to the Commission. MOTION: Upon a motion by Commissioner Armand and seconded by ��L111 Commissioner Koch, the Commission voted 6-0 to approve agenda item V. The motion carried. ALLEN PLANNING & ZONING COMMISSION PAGE 4 JUNE 28, 1984 Workshop Joe King (Agenda Item VI) Chairman Pendleton read the agenda item into the minutes as follows: "Workshop as requested by Joe King on 68 acres northwest of Allen, Texas; commonly known as Buckingham Estates." Joe King came forward to the Commission to present the request to the Commission. He was accompanied by Ms. Ginger Morris, a purchaser of part of the land. Consensus of the Commission was to reconvene the workshop until a later date. General Discussion Deed Restrictions and Open Space/Flood Way (Agenda Item VII) Chairman Pendleton read the agenda item into the minutes as follows: "Other Business Discussion Items (1) Deed Restrictions (2) Open Space/Flood Way" Bill Petty, Director of Community Development, talked about Deed Restrictions. Bill presented two handouts and asked the Commission to evaluate them. The Commission favored the Deed Restrictions alternative. He also discussed Flood Way and Flood Plain and provisions presently allowed for recapturing buildable land in Flood Plains. It was pointed out that although some Flood Plain areas might be suitable for open space requirements, the Flood Way should be utilized for run-off only and recommended that open space requirements not be allowed to include actual Flood Way areas. �I ALLEN PLANNING & ZONING COMMISSION PAGE 5 JUNE 28, 1984 Adjournment: MOTION: Upon a motion by Commissioner Armand and seconded by Commissioner Glass, the Commission voted 6 - 0 to adjourn meeting at 11:10 P.M.
