Min - Planning and Zoning Commission - 1985 - 09/19 - WorkshopALLEN PLANNING & ZONING COMMISSION WORKSHOP SEPTEMBER 19, 1965 Present: Commissioners Present: Jack Pennington Bobby Glass, Chairman Ken Browning Eileen Karlsruher Wayne Armand Commissioners Absent: Jerry Wilson John Garcia City Staff Present: Jon McCarty, City Manager Bill Petty, Director of Community Development Tom Keener, Development Coordinator Sally Leeper, Secretary The Workshop Meeting of the Allen Planning & Zoning Commission was called to order by Chairman Glass at 7:40 P.M. in the Open Space -Office Area of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Workshop Barnes Development Co. (Agenda Item II) Chairman Glass read the agenda item into the record as follows: "Reconvene workshop for Barnes Development Company on 1,045 acres of land located approximately 3 to 4 miles west on Hwy. 75, along the north side of McDermott Road." Mr. Art Barnes, Mr. Jeff Barnes, and Mr. Bland Pittman, were present to represent Barnes Development. Mr. Jon McCarty spoke before the Commission with regard to the provision of City services in this development. He stated that the major points raised at the last workshop have been addressed; however, there are still a number of questions to be resolved. He stated that from the standpoint of City services, this proposed concept could work. Ile passed out copies of a memo he had received from Mark Thornton and one from Chief Carroll (these memos have been made a part of the packet for this meeting). Mr. Art Barnes passed out information regarding the Glen Lakes Development from the City of Dallas. Commission discussed the possibility of using the ordinance method to handle law enforcement in this development. Mr. Petty stated that the technical questions still to be answered could probably all be taken care of through the normal processes of zoning, platting, and site plan approval. Mr. Barnes stated that they are ready to come forward with a proposal at this time and requested Commission's permission to go forward with the next step in the process. It was the consensus of the Commission that they were ready for a formal submission to come before them and thev were ready for the process of a public hearing. Mr. Petty advised Mr. Barnes that he would need to prepare a land use map, legal description, and use regulations. Mr. Barnes was advised to contact the City Secretary in regard to the annexation of 100+ acres that are still outside of the city limits. Mr. Keener advised Mr. Barnes that staff would need approximately three weeks to prepare for the public hearing. Adjourn: MOTION: Upon a motion by Commissioner Pennington and second by Commissioner Armand, Commission voted 5 FOR and 0 AGAINST to adjourn the Workshop Meeting of the Allen Planning & Zoning Commission at 8:10 P.M.
