Min - Planning and Zoning Commission - 1993 - 05/13 - RegularALLEN PLANNING & ZONING COMMISSION REGULAR MEETING MAY 13, 1993 Commission Members Present: John Garcia, Chairman Harold Biggs, Vice -Chairman Kenneth Falk, Secretary Douglas Gallagher Steve Allen Commission Members Absent: Jeffery Kelley Noel Crume City Staff Present: Tom Keener, Development Coordinator i Sally Leeper, Secretary CALL TO ORDER AND ANNOUNCE A QUORUM: With a quorum of the Commissioners present, the Allen Planning & Zoning Com- mission was called to order at 7:30 p.m. by Chairman Garcia at the Allen Municipal Annex, City Council Chambers, One Butler Circle, Allen, Texas. Approve Minutes April 22, 1993 (Agenda Item II) Chairman Garcia read the agenda item into the record as follows: "Approve minutes of April 22, 1993, Regular meeting." Commissioner Fulk indicated typographical errors on page 2 (Commissioner should be Commission), page 3 (the requirements satisfy), and page 4 (3 FOR and 2 OPPOSED). MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner Allen, the Commission voted 5 FOR and 0 OPPOSED to approve the minutes of April 22, 1993, as corrected. I 0 PLANNING & ZONING COMMISSION MAY 13, 1993 PAGE 2 Final Plat R.O.W. at Rountree School (Agenda Item III) Chairman Garcia read the agenda item into the record as follows: "Final Plat - Consider final plat approval for the Allen Independent School District for right-of-way dedication on F.M. 2170, being 0.001 acres of out of a 7.893 -acre tract of land recorded in Volume 769, Page 583 of the Deed Records of Collin County, Texas; further described as being located at Rountree Elementary School Addition." Mr. Keener presented the plat to the Commission. He stated that this plat represents the right-of-way necessary for the reconstruction of F.M. 2170 East. MOTION: Upon a motion by Commissioner Fulk and a second by Commissioner Biggs, the Commission voted 5 FOR and 0 OPPOSED to approve the final plat for right-of-way adjacent to Rountree School. Final Plat R.O.W. at Allen High School (Agenda Item IV) Chairman Garcia read the agenda item into the record as follows: "Final Plat - Consider final plat approval for the Allen Independent School District for right-of-way dedication on F.M. 2170, being 0.155 acres of land out of a 33.3933 -acre tract of land recorded in Volume 553, Page 307 of the Deed Records of Collin County, Texas; further described as being located at Allen High School Addition." Mr. Keener presented the plat to the Commission. He stated that this plat represents the right-of-way necessary for the reconstruction of F.M. 2170 Fast. MOTION: Upon a motion by Commissioner Fulls and a second by Commissioner Biggs, the Commission voted 5 FOR and 0 OPPOSED to approve the final plat for right-of-way adjacent to Allen High School. E PLANNING & ZONING COMMISSION MAY 13, 1993 PAGE 3 Final Plat R.O.W. at Hillside Park Chairman Garcia read the agenda item into the record as follows: (Agenda Item V) "Final Plat - Consider final plat approval for the City of Allen for right-of- way dedication on F.M. 2170, being 0.178 acres of land out of a 10 -acre tract of land recorded in Volume 702, Page 294 of the Deed Records of Collin County, Texas; further described as being located at Hillside Park, south of F.M. 2170 and west of Hillside Drive (South Fountain Gate Drive) . " Mr. Keener presented the plat to the Commission. He stated that this plat represents the right-of-way necessary for the reconstruction of F.M. 2170 East. MOTION: Upon a motion by Commissioner Folk and a second by Commissioner Biggs, the Commission voted 5 FOR and 0 OPPOSED to approve the final plat for right-of-way adjacent to Hillside Park. Final Plat Allen Middle School #2 Chairman Garcia read the agenda item into the record as follows: (Agenda Item VI) "Final Plat - Consider final plat approval for the Allen Independent School District for the Allen Middle School No. 2, being 23.354 acres of land recorded in Volume 3311, Page 451, of the Deed Records of Collin County, Texas; further described as being located south of Rivercrest Blvd. and west of Malone Road." Mr. Keener presented the plat to the Commission. He stated that the plat meets the approval of the City Engineer and the Fire Marshal. Mr. Warren Corwin indicated that the fire lane is shown on the plat as 24 feet; however, the fire marshal has given his approval for the fire lane to be 22 feet, to be consistent with the City requirements and the site plan. Mr. Keener conferred with Mr. Gillis by telephone to clarify his approval of this recent amendment. He stated that Mr. Gillis indicated approval of the 22 -foot fire lane. MOTION: Upon a motion by Commissioner Gallagher and a second by Commis- sioner Allen, the Commission voted 5 FOR and 0 OPPOSED to approve the final plat for Allen Middle School No. 2 with the fire lane changed to 22 feet. jr PLANNING & ZONING COMMISSION MAY 13, 1993 PAGE 4 WORKSHOP - SUBDIVISION ORDINANCE The following sections were reviewed: Section 613.1 Blocks Blocks shall generally have sufficient width to provide for two tiers of lots in appropriate depths. The lengths, widths, and shapes of blocks shall be such as are appropriate for the locality and the type of development contemplated, but block lengths in residential areas shall not exceed 1600 feet; however, it may be larger depending upon the design characteristics of the subdivision such as creeks, woods, parks, and the like. Section 615.1.1 Frontage All nonresidential lots abutting a major thoroughfare or a nonresidential collector street shall have sufficient access to a public street or easement. The Commission requested staff to consider language addressing residential streets. Section 618.1 Fire Lanes Where adequate access for firefighting purposes may not otherwise be provided, easements for fire lanes may be required. Fire lane easements shall be a minimum of 22 feet in width with a 30 -foot radius, or 24 feet in width with a 20 -foot radius, shall generally be within 150 feet of all exposed building walls unless adequately sprinklered and approved by the Fire Marshal; shall be maintained by the property owner; shall be marked as such on the ground; and shall be kept free and clear at all times, or have such obstacles that can easily be traversed by fire fighting equipment; i.e., breakable chains, low level plant material, unless otherwise approved by the Planning & Zoning Commission. The Commission requested staff to clarify the definition of radius, and whether it refers to the centerline. Section 616.1 Frontage Bzception The Commission discussed the approval process indicated in this section by the Director of Community Development and wanted to clarify the fact that the final approval of the plat remains with the Commission. The Commission requested a definition of "public way" be added to the definition section of the Subdivision Ordinance. Section 619.1 Markers Lot markers shall be a "inch reinforcing bar, 18 inches long, or approved equal, and shall be placed at all corners flush with the ground or below ground if necessary in order to avoid being disturbed. I PLANNING & ZONING COMMISSION MAY 13, 1993 PAGE 5 Section 619.2 Monuments Monuments shall be set at any angle point in the perimeter boundary of the subdivision. Monuments shall be a concrete post 4 inches in diameter and 3 feet in length, or other such type of monument as may be approved by the City Engineer. The precise point of intersection shall be indented on top of the monument. The Commission requested staff to determine whether there should be a minimum or maximum distance above ground requirement. Section 619.3 Bench Marks A bench mark will be established on a boundary corner of the subdivision and within the subdivision at a ratio of 1 for every 100 acres. Such bench marks shall be established to a sea level datum. The bench mark shall be established upon a permanent structure, or may be set as a monument, and shall be readily accessi- ble and identifiable on the ground as well as on the subdivision plat. Section 619 Street Lights Mr. Keener advised that staff will be conferring with TU Electric on this section. Filing Fees The consensus of the Commission was to approve the plat fees proposed by staff, except that the preliminary plat on residential should be $10 per lot. Other Business: The next agenda will include subdivision plats and a workshop on the Subdivision Ordinance.
