CBD - 2010 - 06_02CENTRAL BUSINESS DISTRICT DESIGN REVIEW COMMITTEE Minutes CITY OF ALLEN Called Meeting June 2, 2010 ATTENDANCE: Ogden "Bo" Bass, AICP, Director of Planning and Development John Baumgartner, PD, Director of Engineering Tim Dentler, BLA, LI, Director of Parks and Recreation Paula Ross, Citizen Representative Peter Vargas, City Manager ABSENT: Bret McCullough, CBO, Chief Building Official GUESTS: John Moses, Applicant City Staff Present: Helen -Eve Liebman, Senior Planner Call to Order and Announce a Quorum is Present. With a quorum of the Committee members present, Ogden "Bo" Bass called the meeting to order at 8:30 a m, in the Council Conference Room at Allen City Hall, 305 Century Parkway. Action Items Agenda Item #1: No action taken Agenda Item #2: Consider a Request to Approve Architectural Improvements and a Parking Reduction for the property located at 103 W Belmont Drive. Helen -Eve Liebman, Senior, Planner presented the request to the Committee. The applicant is requesting three items for review and approval of the Design Review Committee. The first is to construct a covered hallway to comply with Environmental Health/Building and Code requirements to transfer food from the outdoor cooler to the kitchen. The second request is to construct a wooden staircase on the northeastern side of the budding in a manner consistent with the other wooden staircases that exist today. The third request is for a reduction in the overall parking requirement in order to allow for 360 to 400 square feet of outdoor dining area. The required parking is 18 spaces for the indoor dining. With a maximum allowable outdoor dining of 400 square feet and the parking reduction approval the 18 spaces would meet the 10 percent parking reduction allowance. The application includes elevations, plans, and photographs of the structure and proposed improvements. John Moses, applicant, was invited to speak He requested approval of the three requests before the Design Review Committee. Tim Dentler, Director of Parks and Recreation, inquired about the existing ramp and if the slope was acceptable for loading dock service. The existing condition was discussed and it was stated that Building and Code would review the issue at the time of building permit request. John Moses, applicant, stated that the previous restaurant operated with the same condition. John Baumgartner, Director of Engineering, stated that the parking request is consistent with the Design Review Committee's previous actions and he felt the staircase request was acceptable. The covered hallway is required and he supports the request. Paula Ross, Citizen Representative, stated that the Heritage Guild is not in support of the scale of the stair and railings and they feel a thinner material be used to maintain the character of the house. A photograph of the home prior to the railing additions was circulated to convey the concern for the massive size of the railings and stairs. John Moses, applicant, stated that the rails were existing when they purchased the property and the railings are required by Building and Code. He added that he is trying to match what has already been installed for the structure and not introduce another design Motion: Upon a motion by Paula Ross and a second by John Baumgartner, the Committee voted 5 IN FAVOR and 0 OPPOSED to approve the proposed architectural improvements and parking reduction for 103 W. Belmont Drive. The motion carried.
