CBD - 2015 - 11_13CENTRAL BUSINESS DISTRICT DESIGN REVIEW COMMITTEE Minutes CITY OF ALLEN Called Meeting November 13,2015 ATTENDANCE: Shelli Siemer,Assistant City Manager Chris Flanigan,PE,Director of Engineering Kurt Kasson,CBO,Building Official Tim Dentler,BLA,LI,Director of Parks and Recreation Dwight Burns, Citizen Representative ABSENT: Ogden"Bo"Bass,AICP,Director of Community Development,Chairman Beverly Pruitt, Citizen Representative GUESTS: Steve Meier CITY STAFF PRESENT: Tiffany McLeod,AICP, Senior Planner Madhuri Kulkarni,Planner Call to Order and Announce a Quorum is Present: Chris Flanigan,Director of Engineering, stated he will be the acting Chairman on behalf of Bo Bass. With a quorum of the Committee members present,Acting Chairman Flanigan called the meeting to order at 8:04 a.m. in the Council Conference Room at Allen City Hall,305 Century Parkway. ACTION ITEMS: Agenda Item#1:Approve Minutes from Called Meeting held on August 4,2015. Acting Chairman Flanigan stated that minor changes were made to the minutes. Motion: Upon a motion by Dwight Burns and a second by Tim Dentler,the Committee voted 5 IN FAVOR and 0 OPPOSED to approve the minutes from the August 4, 2015 meeting,as amended. The motion carried. Action Item#2: Consider a request for modifications to the exterior elevations for the property at 105 W. Belmont,Allen,Texas. Tiffany McLeod, Senior Planner, presented to the Committee. She stated that the property is located at the southeast corner of Butler Drive and Belmont Drive.There is an existing commercial building on the site. The applicant is proposing to modify the building exterior. Ms. McLeod showed images of the existing and proposed building elevations, and explained the exterior modifications on each side of the building,which include: New gutters New windows(with an opaque film on one window) New doors and frames New wood siding and trim(painted to match existing) New chimney cap Repairs to the existing roof and masonry column She stated that the plan also shows minor modifications to the site. An existing fence, concrete pad, and landscape curb will be removed, and a new sidewalk and ADA ramps will be installed. These site modifications will be reviewed and approved through the site plan and building permit processes. Mr. Dentler and Mr.Burns appreciated that the structure would be restored. Mr.Kasson commented that the building plan should ultimately show the structural analysis per Code. Ms. Siemer asked why one of the buildings was opaque, and Mr. Meier, applicant, answered that it is the location of the bathroom. Mr.Burns asked about the siding,and Mr.Kasson replied that it is lap siding. Mr. Flanigan asked about the original use of the property, to which Mr. Meier replied that he spoke with Tom Keener,the Cultural Arts Supervisor at the Library,but did not know the history. Mr. Flanigan asked about the current use of the property. Mr. Meier answered that it is most recently being used for storage. Mr. Flanigan asked if the improvements made to the house would recreate the structure as it once existed. Mr.Meier answered yes,everything will match the original structure, including two front doors. Mr. Flanigan asked why there were two front doors, and Mr. Dentler explained that typically, one of the doors lead to a bedroom and the secondary door leads to a parlor for guests. Mr. Flanigan asked about the proposed use for the property. Mr. Meier answered that it would most likely be used for office,although he has also received interest from a salon. Mr. Kasson asked about the fireplace and whether there is a gas line. He also said that it would need to meet Carbon Monoxide requirements and to ensure that it is structurally sound. Mr. Meier acknowledged that the fireplace does have a gas line and that it has been looked at and is in a good condition. Mr. Flanigan asked about the lattice work.Mr. Meier replied that it would be replaced with a concrete pad or landscaping. Mr. Flanigan provided some informational comments regarding the future Site Plan submittal and mentioned that parallel parking spaces have to be 22' in length, said that there can be no parking within the radius of the intersecting curves, and asked if Mr.Meier intends on striping the parking spaces. Mr. Meier did not know whether striping would be allowed in downtown, but said that he does not mind striping. Mr. Flanigan said that he would prefer for the parking lot to be striped. Mr.Kasson asked about central air and where the condensers would be located. Mr.Meier said they would be located on the east side of the property. Mr. Kasson advised Mr. Meier that equipment will require screening so that it will not be seen from the street. Mr. Flanigan questioned if there was parking on the east side, and suggested that they could remove a space as the property is already over parked. Mr.Meier wondered about parking downtown and said that it is usually an issue. Mr.Flanigan suggested angled parking. Mr.Meier said that two parking spots will most likely be lost, so striping on the road will help. Motion: Upon a motion by Dwight Burns and a second by Shelli Siemer, the Committee voted 5 IN FAVOR,0 OPPOSED,to modify the exterior elevations for the property at 105 W.Belmont,Allen,Texas. The motion carried.
