Call to Order and Announce a Quorum is Present. With a quorum of the members present, the Downtown Steering Committee Meeting was called to order by Chair Baril at 7:00 p.m. on Wednesday, June 30, 2021, in the Council Conference Room at Allen City Hall at 305 Century Parkway,Allen,Texas 75013. 2. Welcome and Introductions. 3. Overview of Open Meetings Act. Mr. Strong provided an overview of the Open Meetings Act. 4. Overview of History of the Central Business District. Mr.Kurbansade provided an overview of the history of the Central Business District. 5. Discuss Downtown Steering Committee Charge and Process. • Phase 1:Data Collection and Analysis • Phase 2:Visioning Process • Phase 3:Implementation Chair Baril briefed the members on the Committee's charge and process specifically in relation to Phases 1 and 2. Phase 3 will be a separate Committee appointed by Mayor Fulk. 6. Recess into the Subcommittee Sessions. Chair Baril recessed the Downtown Steering,Committee meeting at 8:00 p.m.into the Subcommittee Sessions. Reconvene Meeting of the Downtown Steering Committee. Chair Baril reconvened the Downtown Steering Committee meeting at 8:24 p.m. 8. Review and Discuss Findings from Subcommittee Sessions. The following findings were provided by each Subcommittee: • Ownership and Zoning — Paper copies of the Downtown area map. — Current zoning standards in the Downtown area. — Information on inventory of properties in the Downtown area. • Finances and Economic Development — Opportunities for grants. — Availability of bond funding and any restrictions on use. • Community Use(Basement Meeting Room B) — Map of Downtown area. — Copy of Previous Plan for Downtown area. • Community Outreach Practices(Council Conference Room) — Process for Request for Qualifications. — Community participation through multiple sources. • Learning From Other Communities(Basement Meeting Room B) — Focused on exploring other successful downtown areas in Texas. 9. Discuss Next Steps. Chair Bari!directed the members of the Subcommittees to complete their data collection within thirty days to share with the full Committee at its next meeting. 10. Discuss Meeting Schedule. The next meeting of the Downtown Steering Committee will be held on July 28 at 7 p.m.in the Council Conference Room at Allen City Hall. 11. Adjourn. Chair Baril adjourned the Downtown Steering Committee at 8:50 p.m. on Wednesday,June 30,2021. The motion carried.
