Min - Downtown Steering Committee - 2021 - 7/8 - Regular DOWNTOWN STEERING COMMITTEE Learning from Other Communities Subcommittee Minutes July 8,2021 ATTENDANCE: Committee Members: Doug Galletti Austin Bassil Mary Vail-Grube City Staff Present: Marc Kurbansade,AICP,Director of Community Development Teresa Warren,Public&Media Relations Director Call to Order and Announce a Quorum is Present. With a quorum, Doug Galletti called meeting to order at 7:00 p.m. and announced a quorum was present in the City Hall Conference Room at Allen City Hall,305 Century Parkway,Allen,Texas,75013. 1. Discuss and Identify Communities with Downtowns for Site Visits. Committee Members reviewed a list of local downtowns for site visits and agreed on a list for each committee member to make individual visits. Members agreed on a method to aggregate and categorize site visit pictures to assist in final reports to be delivered to larger Downtown Steering Committee. 2. Discuss the Process/Plan to Identify Communities with a Comprehensive Schedule of Downtown Events. Committee discussed the importance of downtown events in a vibrant downtown and intent to research events associated with locally identified downtowns. 3. Set Next Meeting Date. Committee members set next meeting date to be July 22, 2021, at 7:00 p.m. Tentative agenda was discussed to include the following: • Review aggregated data from individual committee site visits; • Identify additional visits to downtowns by committee members(if necessary);and • Discuss layout of report due to Downtown Steering Committee on July 28,2021. Adjournment Doug Galletti adjourned meeting at 7:52 p.m. DOWNTOWN STEERING COMMITTEE Ownership and Zoning Subcommittee Minutes July 8,2021 ATTENDANCE: Committee Members: Marcelle Jones Ted Gould Bob Acker(absent) Gregg Watling,Community Use City Staff Present: Hayley Angel,AICP,Planning Manager Kevin Bates,PE,Program Manager Call to Order and Announce a Quorum is Present. With a quorum present, Marcelle Jones called meeting to order at 4:00 p.m. in the City Hall Conference Room at Allen City Hall,305 Century Parkway,Allen,Texas,75013. 1. Overview of Subcommittee Charge. The Subcommittee discussed the definition and delineation of original downtown area, historical area, and Tax Increment Financing district. 2. Review and Discussion of Ownership,Zoning,Standards,and Other Documents. The Subcommittee discussed City-owned properties and other possible property owners that own multiple properties. They discussed the representation of this on a large, paper map. Finally, they discussed permitted uses and heights in the zoning ordinance. 3. Presentation and Demonstration of City of Allen Interactive Map. The Subcommittee reviewed the Interactive Map. 4. Identify Additional Data and Documentation. The Subcommittee discussed the Current Development Map, Collin County Appraisal District website, the Census website,and other documents on the City's website. 5. Set next meeting date. Committee members set next meeting date to be July 22,2021,at 4:00 p.m.The content would be decided later and sent to staff. Adjournment The meeting was adjourned at 5:52 p.m.
