Call to Order and Announce a Quorum is Present. With a quorum of the members present, the Downtown Steering Committee Meeting was called to order by Chair Bari! at 7:00 p.m. on Wednesday, July 28, 2021, in the Council Conference Room at Allen City Hall at 305 Century Parkway,Allen,Texas 75013. 2. Approve Minutes from June 30,2021,Downtown Steering Committee Called Meeting. Upon a motion by Greg Watling and a second by Bob Acker,the Board voted twelve(12)for and none (0)opposed to approve the minutes of the June 30,2021,Downtown Steering Committee. The motion caned. 3. Approve Minutes from the Following Subcommittee Minutes. Upon a motion by Janet Sherlip and a second by Bob Acker,the Board voted twelve(12)for and none (0)opposed to approve the following Subcommittee Minutes: •July 8, 2021, Ownership and Zoning Subcommittee •July 8, 2021,Learning From Other Communities Subcommittee •July 9, 2021, Community Outreach Practices Subcommittee •July 12, 2021,Finance and Economic Development Subcommittee •July 22, 2021, Ownership and Zoning Subcommittee •July 22, 2021,Learning From Other Communities Subcommittee The motion caned. DOWNTOWN STEERING COMMITTEE CALLED MEETING JULY 28,2021 PAGE 2 4. Discuss and Approve Modification to Committee Re-organization. Chair Baril explained the need to dissolve the Subcommittees and establish a Task Force with coordinators responsible in the focused areas previously assigned to each subcommittee. Upon a motion by Bob Acker and a second by Janet Sherlip,the Board voted twelve(12)for and none (0)opposed to dissolve the Subcommittees of the Downtown Steering Committee. The motion caried. 5. Discuss Committee's Code of Conduct. Chair Baril reviewed the Code of Conduct with the members. 6. Discuss Phase 1 Project Plan and Notional Phase 2 Timelines. Chair Baril reviewed the Phase 1 Project Plan and Notional Phase 2 timelines. 7. Obtain Phase 1 Status Reports. The former Subcommittees provided a summary of their research data for Phase 1. 8. Recess into the Subcommittee Sessions. As a recess was not held,Chair Baril moved to Agenda Item 9. 9. Reconvene Meeting of the Downtown Steering Committee. 10. Review and Discuss Findings from Subcommittee Sessions. 11. Next Meeting—August 25,2021 The next meeting of the Downtown Steering Committee will be held on August 25,2021, at 7 p.m. in the Council Conference Room at Allen City Hall. - 11. Adjourn. Chair Baril adjourned the Downtown Steering Committee at 8:59 p.m. on Wednesday, July 28,2021. The motion carried. These minutes approved on the 25th day of August 2021.
