AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING
CHAPTER 2, "ADMINISTRATION," ARTICLE VII, "ADMINISTRATIVE
DEPARTMENTS", BY AMENDING SECTION 2-102 "ESTABLISHING AND
CHANGING DIVISIONS WITHIN DEPARTMENTS;ASSIGNMENT OF WORK"BY
AMENDING SUBSECTIONS (a); REPEALING SECTIONS 2-151 "COMMUNITY
SERVICES DEPARTMENT CREATED," 2-181 "ENGINEERING DEPARTMENT
CREATED," 2-191 •' "PLANNING AND DEVELOPMENT` DEPARTMENT
CREATED," 2-201 "MANAGEMENT INFORMATION SYSTEMS DEPARTMENT
CREATED," AND 2-211 "BUILDING AND CODE COMPLIANCE DEPARTMENT
CREATED"; PROVIDING A REPEALING CLAUSE; PROVIDING A .
SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING
AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY,TEXAS,THAT:
SECTION 1. The Code of Ordinances of the City of Allen,Collin County,Texas,be and the same is hereby
amended by amending Chapter 2, "Administration,"by amending Article VII, "Administrative Departments
by amending Section 2-102, "City Manager",to read as follows:
"ARTICLE VII. ADMINISTRATIVE DEPARTMENTS
DIVISION 1. GENERALLY
Sec.2-101:-Establishing and changing divisions within departments; assignment of work.
The administrative departments of the City are hereby created and placed under control of the city manager.
The city manager is served by a deputy city manager and two and one-halftime assistant city managers. As a
representative for the city manager, the deputy city manager is the second ranking administrator for the City
and serves as the acting city manager in the absence of the city manager, unless otherwise designated. The
responsibilities of the deputy city manager and two assistant city managers include the daily supervision,
direction and coordination of administrative departments assigned to the deputy city manager or assistant city
managers by the city manager. The halftime assistant city manager is a contracted position that is filled as
needed and as funded by the budget.For purposes of this administrative code,the city manager,the deputy city
manager, and assistant city managers are interchangeable in the terms of authority vested in them in their
direction of the administrative departments.
(a) The following administrative departments of the city are under control of the city manager:
(1)' Building and Code Compliance
(2) City Secretary
(3) Community Development
(4) Community Services .

(6) Convention and Visitors Bureau
(7) Engineering
(8) ' Finance
(9). Fire
(10) Human Resources
(11) Information Technology
(12) Library
(13) Municipal Court
(14) Parks and Recreation
(15) Police
(16) Public and Media Relations
(b)The city manager is delegated authority to establish, consolidate, divide, or abolish divisions
within these departments that he or she determines are necessary to accomplish the council's ends
policies and to assign the work of these departments and divisions."
SECTION 2. Sections 2-151 "Community Services Department Created," 2-181 "Engineering Department
Created,"2-191 "Planning and Development Department Created,"2-201 "Management Information Systems
Department Created,"and 2-211 "Building and Code Compliance Department Created"are repealed.
SECTION 3. All ordinances of the City of Allen, Collin County, Texas, in conflict with the provisions of
this ordinance be, and the same are hereby, repealed; provided, however, that all other provisions of said
ordinances not in conflict with the provisions of this ordinance shall remain in full force and effect.
SECTION 4. Should any word,sentence,paragraph,subdivision,clause,phrase,or section of this ordinance,
as amended hereby,be adjudged,or held to be void or unconstitutional,the same shall not affect the validity of
the remaining portions of said ordinance,which shall remain in full force and effect.
SECTION 5. This ordinance shall take effect immediately from and after its passage, as the law and charter
in such,cases provide.
