Leeper, Planner John Baumgartner, City Engineer Dennis Abraham, Civil Engineer Peter Tian, Traffic Engineer Steve Massey, Director of Community Services Bob Hagar, City Attorney's Office COMMUNITY MEETING Call to Order and Announce a Quorum is Present: With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was called to order at 6:35 p.m. by Chairman Obermeyer, at the Allen City Hall Council Chambers, 305 Century Parkway, Allen, Texas Update of 1998 Comprehensive Plan Ms. Marina Sukup, Director of Planning, stated that these are very rough drafts of three elements, including Land Use, Transportation and Neighborhoods & Housing, noting that the purpose of the public meeting is to receive comments from the public. Ms. Sukup described the vision, statistics, forecast, and explained population build -out. She reviewed the percent of population in various age ranges in numerous areas of the City The following comments were given: • Land Use ➢ Need to include the basic assumptions utilized to develop the Land Use Plan included in the text. r Need statement on the Land Use Plan that this is only a Plum and does not constitute a land use regulation. ➢ Need housing units broken out (multi-family/single family). PLANNING & ZONING COMMISSION FEBRUARY 14, 2002 PAGE Mr. Jim Walbauer, 1014 Hopkins Drive, Allen, commented that the Land Use Plan only shows g `residential' omitting the "Very Low Density" classification. j No public comments were made on Transportation or Neighborhood & Housing elements. The Commission recommended clarification of several charts. Update on Council Action: Citizen Survey for updating Comprehensive Plan. Approve Minutes of January 24, 2002 Regular Meeting. 2. Request for Extension — Consider a request for a 60 -day extension for filing the final plat for Glendover Park Phase VII. 3. Replat — Consider a replat for Lot l & Lot 2, Block A, Fountain Park East, Installment 3, located on Tract 5, Block A, Fountain Park East, Installment 3 Addition, being 2.384+ acres of land situated in the Peter Fisher Survey, Abstract No. 324, City of Allen, Collin County, Texas; located at the southwest corner of Allen Heights Drive and Exchange Parkway, l 100 E. Exchange Parkway 4. Preliminary/F9nal—Consider a Preliminary/Final Plat for the Wal-Mart Neighborhood Market. The property is a 6.886+ acre tract of land situated in the Peter Fisher Survey, Abstract No 324, City of Allen, Collin County, Texas; located on the southwest comer of Exchange Parkway and Angel Parkway 5 Final Plat — Consider a Final Plat for Crest Place Apartments. The property is 20.3121+ acres of land situated in the David Wetzel Survey, Abstract No. 977, City of Allen, Collin County, Texas; located east of Jupiter Road, south of Roaming Road and Park Place Drive. Motion: Upon a motion by Commissioner Blake, and a second by Commissioner McGregor, the Commission voted 6 IN FAVOR and 0 OPPOSED to approve the Consent Agenda. The motion carried. REGULAR AGENDA 6. Preliminary Plat — Consider a Preliminary Plat for Lot 16-A & 16-B Block C, North Bethany Lake Estates, Phase One, being a 7 4973+ acres tract of land in the William Snyder Survey, Abstract No. 821, City of Allen, Collin County, Texas; located on the northwest comer of FM 2551 and Bethany Drive, Mr. David Hoover, Assistant Director of Planning, presented the item to the Commission. He stated that staff recommends approval subject to the following: PLANNING & ZONING COMMISSION FEBRUARY 14, 2002 PAGE 1. NTMWD issues to be resolved 2. 20' trail easement required by trail plan. Commissioner Caplinger noted that the motion of the Commission in approving the General Development Plan required that the screening wall on the northern boundary of the property should be built in Phase 1. Mr. Hoover stated that a note could be added to the plat requiring construction of the wall at a certain phase. Mr Mike Daniel, Nathan Maier Engineer, 8080 Park Lane, Dallas, representing the Walgreens, stated that his client doesn't own that property or have the ability to construct the wall. Motion: Upon a motion by Commissioner Harvey, and a second by Commissioner Sedlacek, the Commission voted 6 I FAVOR and 0 OPPOSED to approve the item with the following conditions: 1. NTMWD issues to be resolved 2. 20' trail easement required by Trail Plan. 3. Screening wall on northern boundary to be completed with any development. The motion carried. 7 Citizen Survey — Consider recommendations to City Council on the Citizen Survey to be used for the update of the Comprehensive Plan. Mr. Hoover updated the Commission on the status of the survey and stated that draft surveys have been reviewed by the Library Board, AEDC, CDC, Parks Board, and the ACO, among others. It will be submitted to the Planning School at UT Arlington and staff and UTA will tally the results. Commissioner Sedlacek wanted to be sure the survey results would be shared with the AISD, and Mr. Hoover assured her that they would be. Mr. Hoover stated that surveys would be sent to "postal patrons" and this would assure anonymity. Commissioner Caplinger suggested that residents of the assisted living center (Victoria Gardens) receive surveys also. Additional comments: 1. Question No. 18, add additional reasons for wanting to leave Allen. 2. Education and Safety should be further addressed. 3. Add something to encourage citizen participation on Boards/Commission —volunteer service. No motion needed. 8. Streetscape Image Study—Consider recommendations to the City Council on the Allen Streetscape. Ms. Marina Sukup reviewed the Allen Streetscape Image Study with the Commission. She indicated that the study provides an analysis of the existing streetscape conditions and identifies "image streets." The Study proposes gateways, landscaping, screening alternatives, lighting and pavement treatments to establish identity, as well as a sense of arrival as one enters the City and approaches its center. It was noted that the gateways are an important, but not funded, portion of the Study. The Commission + considered the Study and noted that it appeared appropriate to forward this to the Council with a recommendation for approval. PLANNING & ZONING COMMISSION FEBRUARY 14, 2002 PAGE 4 �.a Motion: Upon a motion by Commissioner McGregor, and a second by Commissioner Blake, the Commission voted 6 I FAVOR and 0 OPPOSED to recommend acceptance to the City Council of the Allen Streetscape Image Study with the following provisions: 1. The City should suggest conformance with the Study for new development; 2. Streetscape Image Study should be incorporated into the Urban Design element of the Comprehensive Plan update. 3. Some of the requirements should be considered for inclusion in the Allen Land Development Code. 4. There should be no commitment at this time to specific entry monument design at US 75 and McDermott Drive. The motion carried.
