George, City Secretary Monika Kretschmer,Human Resources Director Pete Smith, City Attorney Eric Matthews,Information Technology Director Pete Phillis, Chief Financial Officer Jeff Timbs,Library Director Marc Kurbansade, Community Development Kate Meacham,Parks and Recreation Director Director Brian Harvey,Police Chief Karen Cromwell, Convention and Visitors.Bureau Teresa Warren, Public and Media Relations Office Director Director Chris Flanigan, Engineering Director Breakfast Served: 8:00 a.m. —8:30 a.m. Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present, the Special Called Workshop of the Allen City Council was called to order by Mayor Fulk at 8:32 a.m. on Saturday, February 19, 2022, in the Allen Ballrooms 2 and 3 at the Hilton Garden Inn,705 Central Expressway South,Allen,Texas 75013. 1. Introduction and Workshop Overview. Mr. Ellwanger welcomed everyone and provided an introduction for the;planned discussion for the Workshop with Council. 2. Strategic Plan 2021 Overview. Ms. Vice provided an overview of the Strategic Plan set by the Council in 2021. 3. Goal#1—Financially sound and transparent City government. ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP FEBRUARY 19,2022 PAGE 2 Mr. Ellwanger discussed the budget workshop with Council. Mr.Phillis provided an overview of the City's long-range financial plan,debt capacity,and the potential for a bond package in the coming years. Mayor Fulk announced a break from 9:48 a.m.to 10 a.m. 4. Goal#2—Safe and livable community for all. Mr. Kurbansade and Mr. Smith provided an overview of a draft ordinance for a short-term rentals program. Council directed staff to finalize an ordinance to present at an upcoming Council meeting. - 5. Goal#3—Vibrant community with lively destinations,successful commercial center. Mr.Kurbansade and Mr. Bowman provide an update on development along the SH121 Corridor. Lunch Served:12:00—12:30 p.m. 6. Goal#4—High-performing team providing resident-focused services. Ms.Kretschmer provided an update on the City's workforce and organizational culture. 7. Goal#5—Diverse,equitable, and inclusive community. Ms. Vice provided an overview regarding the DEI Ad Hoc Committee's report. Council directed staff to draft an ordinance creating a Community Engagement Committee for discussion at a future Council Workshop. Council also directed staff to modify Strategic Plan Goal#5 title to—Engaged and Connected Allen Community. 8. Clarification of Top City Council Priorities for 2022. Council discussed specific topics to be added to addressed in future briefings and/or added to Strategic Plan 2022: Executive Session. The Executive Session was not held. Adjournment. MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Shafer, the Council voted seven(7)for and none(0)opposed to adjourn the Special Called Workshop of the Allen City Council at 2:31 p.m. on Saturday,February 19,2022. The motion carried. These minutes approved on the 8th day of March 2022.
