Adelia Scaife,403 W.Coats Drive,Allen,Texas,spoke regarding her submission of a petition opposing the City Center Project in the Central Business District. 2. Recognition of the Credit Union of Texas for their Partnership, Generous Contribution and Commitment to Excellence in Allen,Texas. 3. Consent Agenda MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Doherty, the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent Agenda as follows: 7. Adopt a Resolution Approving a Homeland Security Grant Program for a Public Works Emergency Response Team Equipment Cache. RESOLUTION NO.3651-4-19(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE 2018 HOMELAND SECURITY GRANT PROGRAM FUNDS; AUTHORIZING THE EMERGENCY MANAGEMENT COORDINATOR TO SERVE AS THE AUTHORIZED OFFICIAL FOR GRANT MANAGEMENT PURPOSES; AND PROVIDING AN EFFECTIVE DATE. 9. Authorize the City Manager to Approve the Purchase of Video Image Vehicle Detection(VIVD) Equipment for Traffic Signals from Iteris, Inc., through the Buyboard Cooperative Purchasing System in the Amount of$164,000. 10. Authorize the City Manager to Purchase Water Line Materials from Thompson Pipe Group - Pressure,Inc., in the Amount of$110,876 for the Allenwood Drainage Improvements Project. 11. Award Bid and Authorize the City Manager to Execute Annual Contracts with Customer Direct Apparel, LLC, Ad-Wear and Specialty of Texas Inc., Cavender's, and Northern Imports DBA Work Wear Safety Shoes for the Direct Purchase of Uniform Apparel and Footwear in the Annual Amount of$110,000 with the Option for Two, One-Year Renewals. 12. Motion to Reappoint Mr. James Kerr to the North Texas Municipal Water District Board as a Representative for the City of Allen for a Two-Year Term Effective June 1, 2019, through May 31,2021. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development No. 26 Shopping Center by Adding Daycare as a Permitted Use and Adopting a Concept Plan for the Property Generally Located South of W.McDermott Drive and East of S. Alma Drive (and Commonly Known as 205 S. Alma Drive). [Golden Learning - Daycare] Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking,Mayor Terrell closed the public hearing. ORDINANCE NO. 3652-4-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY,TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, RELATING TO THE USE AND DEVELOPMENT OF LOT 6R, BLOCK A, ALLEN VILLAGE, LTD., PRESENTLY ZONED AS PLANNED DEVELOPMENT PD NO. 26 SHOPPING CENTER "SC" BY AMENDING THE DEVELOPMENT REGULATIONS TO AUTHORIZE A DAYCARE AS A PERMITTED USE ON THE PROPERTY AND TO ADOPT A CONCEPT PLAN; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO ALLEN CITY COUNCIL REGULAR MEETING APRIL 9,2019 PAGE 4 THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. Conduct a Public Hearing and Adopt an Ordinance for a Specific Use Permit for a Fitness and Health Center Use for the Approximately 5,970± Square Foot Portion of a Building Generally Located South of Bethany Drive and East of Greenville Avenue (and Commonly Known as 801 S. Consider All Matters Incident and Related to the Issuance and Sale of City of Allen, Texas, General Obligation Improvement and Refunding Bonds,Series 2019, Including the Adoption of an Ordinance Authorizing the Issuance of Such Bonds,Establishing Parameters for the Sale and Issuance of Such Bonds and Delegating Certain Matters to Authorized Officials of the City. ORDINANCE NO.3654-4-19:AN ORDINANCE AUTHORIZING THE ISSUANCE OF"CITY OF ALLEN, TEXAS, GENERAL OBLIGATION IMPROVEMENT AND REFUNDING BONDS, SERIES 2019"; LEVYING A CONTINUING DIRECT ANNUAL AD VALOREM TAX FOR THE PAYMENT OF SAID BONDS; AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE ISSUANCE, SALE, PAYMENT, AND DELIVERY OF SAID BONDS, INCLUDING ESTABLISHING PARAMETERS THEREFOR AND DELEGATING MATTERS RELATING TO THE SALE AND ISSUANCE OF BONDS TO AUTHORIZED CITY OFFICIALS.
