Min - Planning and Zoning Commission - 2011 - 09/20 - RegularI ;� CITY OF ALLEN ATTENDANCE: Commissioners Present: Robert Wendland, Chairman Jeff Cocking, I" Vice Chairman Douglas Dreggors, 2"d Vice Chairman Kurt Kizer Shirley Mangrum Steven Platt, Jr Ben Trahan PLANNING AND ZONING COMMISSION Regular Meeting September 20, 2011 City Staff Present: Lee Battle, AICP, Assistant Director of Planning and Development Tiffany McLeod, Planner Kevin Laughlin, Attorney Call to Order and Announce a Quorum is Present With a quorum of the Commissioners present, Chairman Wendland called the meeting to order at 7:00 p m in the Citv Hall Council Chambers at Allen City Hall, 305 Century Parkway Director's Report I Director's Report is attached for action taken on the Planning & Zoning Commission items by City Council at the September 13, 2011 regular meeting. Consent Anenda 2. Approve minutes of the September 6, 2011 regular meeting Motion: Upon a motion by 2"d Vice Chairman Dreggors, and a second by Commissioner Platt, the Commission voted 7 IN FAVOR, and 0 OPPOSED, to approve the Consent Agenda. The motion carried. IRegular Agenda 1 Agenda Item #3: Public Hearing — Conduct a Public Hearing and consider a request to amend 1 Planned Development PD No 88 for Single Family Residential R-1 5 to Single Family Residential R-3, amend the Concept Plan and Development Regulations. The property is 18 93f acres situated in the Jesse A. Gough Survey, Abstract No 347, City of Allen, Collin County, Texas; located north of the intersection of Lakeway Drive and Bristol Drive. (Z-7/25/11-122) [Estates of Twin Creeks, Phase 2] REQUEST WITHDRAWN BY APPLICANT ON 9/14/2011 Chairman Wendland stated due to the applicant's request to withdraw there would be no public hearing and the item would not proceed. Agenda Item #4: Discussion Item — Discussion of the Twin Creeks Urban Center Planned Development; located west of US75, north of Junction Drive, east and west of Bray Central Drive. Lee Battle, Assistant Director of Planning and Development, presented to the Commission This item will come before the Commission on October 4, 2011, however due to the size of this project extra time is being provided for thought and review The eastern portion (450 acres) of the Twin Creeks development is currently zoned Industrial Technology IT Staff has been working with the Twin Creeks land owners and their land planning consultant to create a new Planned Development PD for the remaining Twin Creeks area Commissioner Platt asked about District B. Mr. Battle pointed out that District B is a holding place for new property to be added at a later date. I' Vice Chairman Cocking asked if there will be an age restriction associated with the PD regarding the senior living uses. Mr Battle responded by stating there would be a provision in the zoning that is enforced by the deed restrictions of the property Chairman Wendland pointed out that consideration should be given on how the PD would affect the school district Agenda Item #5: Presentation — Presentation of the Texas Chapter of the American Planning Association "Certificate of Achievement for Planning Excellence" for 2011 Lee Battle, Assistant Director of Planning and Development, presented the Certificate of Achievement for Planning Excellence awarded by the Texas Chapter of the American Planning Association, Adjournment Motion: Upon a motion by 2"d Vice Chairman Dreggors, and a second by acclamation the meeting adjourned at 7:25 p.m. L These minutes -Approved this day of —fp�2011. The request to amend Specific Use Permit SUP No 100 for a Fueling Station to add an additional fuel dispenser unit was approved by the City Council. 0
