Director's Report is attached for action taken on the Planning & Zoning Commission items by City Council at the November 22, 2011 regular meeting. Consent Aeenda 2. Approve minutes of the November 15, 2011 regular meeting Commissioner Kizer stated that he would like to amend the minutes to include the reason why he opposed Agenda Item #7 He clarified that he did not oppose the kiosks He did not support a restriction on what the applicant was asking for I" Vice Chair Cocking announced that the minutes from the November 15, 2011 meeting will be deferred to the following meeting in order to add Commissioner Kizer's comments. Regular Agenda Agenda Item #3 Public Hearing - Conduct a Public Hearing and consider a request to change the zoning from Agriculture -Open Space AO to Single Family Residential R- 5. The property is 61.240± acres situated in the Henry Bradenburg Survey, Abstract No. 1 10; and being all of Lots 1-1, 3, 4, 5, 6, 7, 8, 9, and 10, and part of Lot 11, of Kittyhawk Estates; located west of Watters and south of Stacy Road. (Z-10/24/11-172) [Kiuyhawk Estates] 1" Vice Chair Cocking announced that the Public Hearing was rescheduled to the December 20, 2011 meeting due to a notification error. Agenda Item #4 Preliminary Plat — Consider a request for a Preliminary Plat for Cumberland Crossing Phase IV, being 14 466± acres located north of Exchange Parkway and west of Twin Creeks Drive. (PP -10/31/11-173) [Cumberland Crossing Phase IV] Tiffany McLeod, Senior Planner, presented to the Commission. The property is located north of Exchange Parkway and west of Twin Creeks Drive. The property to the north is zoned Planned Development PD No. 98 for Single Family Residential R-4. The property to the east (across Twin Creeks Drive) is zoned Planned Development PD No. 53 for Single Family Residential SF The property to the south is zoned Community Facilities CF and the property to the west is zoned Agriculture -Open Space AO. The property is zoned Planned Development No. 98 for Single family Residential R-4 The subject Preliminary Plat is for Phase N of the Cumberland Crossing development and consists of 46 front entry lots. Approximately one (1) acre of land has been provided for open space Two access points are shown Prism Drive will serve as a connection between this phase and Cumberland Crossing Phase I. Shetland Drive will serve as an access point from Twin Creeks Drive. The sidewalk along Prism Drive will be built on the east side of the street, to maintain consistenev with the Planned Development. The plat also shows various utility and landscape easements required for the development of this phase. The Preliminary Plat is consistent with the Concept Plan, has been reviewed by the Technical Review Committee and meets the requirements of the Allen Land Development Code. Staff recommended approval. Motion: Upon a motion by 2"" Vice Chair Mangrum, and a second by Commissioner Platt, the Commission voted 6 IN FAVOR, and 0 OPPOSED to approve the Preliminary Plat for Cumberland Crossing Phase IV The motion carried. Adjournment Moti Upon acclamation the meeting adjourned at 7:10 p.m. CT e mina[ s pprov [his day c.�,,,� �r20M Ro rt Wendland, Chairman LT y McLeod, Senior Planner Director's Report from 11/22/11 City Council Meeting There were four items taken to the November 22, 2011 City Council meeting for consideration • The request for a Specific Use Permit SUP for Siam Star Mixed Martial Arts was approved. • The request for a Specific Use Permit SUP for Karate For Kids was approved • The request to adopt a Concept Plan and amend the Development Regulations for property zoned Multi -family Residential MF and Local Retail LR within Planned Development PD No. 63 was approved. • The request to adopt an ordinance to amend the zoning on property zoned Planned Development PD No. 78 for Corridor Commercial CC to allow outdoor food and retail kiosks was approved with the following change: - A maximum of two (2) food kiosks will be allowed on the northeast corner of the property - A maximum of two (2) retail kiosks will be allowed on the northwest corner of the property P
