Min - City Council - 1962 - 04/12 - RegularREGULAR MEETING OF THE TOWN COUNCIL OF THE TOWN OF ALLEN APRIL 12th 1962 Minutes read and approved: Members present were Mayor Gentry T. Jones - Aldermen Talmadge L. Oxford, F. Dean Sears, J.C. Hefner, Phil Pringle and C.E. Ottaway. Hearing on the rezoning of W.D. Angel property. Mr. Vigol Attorney for Mr. Angel asked for the hearing to be put off until a later date. The Council retired for a decision, whether to put off the hearing or continue. Three voted to go ahead with the hearing, Mr. Sears, Hefner, and Pringle. Two against Mr. Ottaway and Oxford. Motion passed. Each side was awarded app. 20 minutes for question and discussions, Mr. Angel was questioned in regard to the development of said property, and he (Mr Angel) stated that the building to be put on said property was in the planning stage. Mr. Reed the attorney for the opposing side, Dr. Gafney and W.E. Ford gave their objections to spot zoning this property. Also Mr. Tobin gave his objections of commercial Zoning of property in certain places. Mr. Vigol, attorney for Mr Angel gave his views, and submitted a recommendation favoring the rezoning of Mr. Angel's property. Council retires for discussion: After some deliberation, motion was made by Phil Pringle that the REZONING of Mr. W.D. Angels property be DENIED. Motion was second by C.E. Ottaway. Motion passed ayes (5) Five / Noes (0) none. HEARING ON REZONING OF EARL D. GRANGER PROPERTY From Zone A to Zone C.D.E. for KINDERGARTEN PURPOSE. Motion was made by C.E. Ottaway that Mr. Earl Granger's property be passed with "RESTRICTED CLAUSE". Restrictions is that ORDINANCE be retyped showing that said Mr. E.D. Grangers property is to be for KINDERGARTEN PURPOSE ONLY. With the proper changes made the Council instructs the MAYOR and City Secretary to sign said Ordinance as of this date April 12th A.D. 1962. This motion was second by J.C. Hefner. Motion passed with the votes as follows, ayes Phil Pringle, J.C. Hefner, F. Dean Sears, Talmadge L. Oxford and C.E. Ottaway. Noes (0) none. W.E. Pete Ford back again in regard to the ANNEXATION of the TOWN of ALLEN of the J.M. Whisenant property on the north-west of the Town City limit and on th eEast side of the Expressway or Highway 75. C.E. Ottaway moved to table this matter until more pacific detailed specifications on the Streets, Waterlines, Sewer lines easements & etc. are brought in on PLAT.
