Don Rodenbaugh Natatorium Guests: Kirk Lowe 1) Call to Order and Announce a Quorum is Present With a quorum of the Parks and Recreation Board present, Chair Jones called the meeting to order at 7:02 p.m. on August 12, 2013, to the Community Room of the Allen Municipal Court and Parks and Recreation Administration Building at 301 Century Parkway, Allen, Texas. 2) Approve Minutes of the August 12, 2013 Meeting Motion: Upon a motion by Member Airhart and a second by Member Losavio the Parks and Recreation Board voted seven (7) for and none (0) opposed to approve the minutes from the May 13, 2013 meeting. The motion carried. F Parks and Recreation Board Minutes August 12, 2013 Page 2 3) Approve Senior Committee Recommendations Chair Jones turned the floor over to Carrie Cessna, Recreation Services Manager for presentation of the nominees. The nominees presented were Terrie Jones, Clarence Carter and Robert Bostley. Motion: Upon a motion by Member Losavio and a second by Member Holley, the Board voted seven (7) for and none (0) opposed to accept the nominations for appointment to the Senior Advisory Committee. The motion carried. 4) New Staff Introductions Came Cessna, Recreation Services Manager introduced Miklos Valdez who was promoted in June to the Aquatics Supervisor at the Don Rodenbaugh Natatorium. 5) Fee Recommendation Discussion Members Vizcaino and Davidson served on this committee. The committee reviewed fees for memberships to the Don Rodenbaugh Natatorium, Joe Farrier Recreation Center, The Edge Visitor Center and admission to Ford Pool. Also reviewed were facility rental and ball field rental fees. Two different approaches were presented: 1 "Approach A" which focuses on basic fee increases based on market demand and "Approach B" which focuses on increased cost recovery and adding new revenue streams in addition to market based increases. The Board will likely be asked to provide a recommendation in the future to City Council once further direction is provided to staff. 6) Artificial Turf Discussion Brian Bristow, Parks and Recreation Assistant Director shared with the Board the possibility of changing out several ball fields at Allen Station Park to artificial turf. He explained the benefits include reduced cancellations due to wet field conditions, decreased water needs, and reduced staff demands. Input has been solicited specifically from Allen Sports Association as well as the community as a whole. 7) Proposed Capital Improvement Projects for FY14 Brian Bristow recapped for the Board several Capital Improvement Projects (CIP) project that were completed in FY13 including The Courses at Watters Creek Golf Course, the Allen Event Center Mezzanine, Morgan Crossing Park, Bolin Park Fence Upgrade, Ford Park Trail Connector, Share the Road Signage and Irrigation System Control Upgrades. Future projects will include Artificial Turf Phase I as previously discussed. Watters Branch Community Park, Windridge Neighborhood Park, Joe Farmer Recreation Center Office Space Addition, Natatorium Flooring Renovation, Share the Road Signage Phase III, Hillside Play Area Redevelopment, LED Facility Signage, The Orchards Neighborhood Park Improvements, and Greenville Heights Park Additions. Parks and Recreation Board Minutes August 12, 2013 Page 3 i8) C.A.R.E. Program Update The program C.A.R.E program. Citizen Assistance for Recreation Experiences, was implemented in 2010. In 2011 a charity dinner and concert featuring Neal McCoy was held to raise funds for the program. The program has awarded $8897 to 65 recipients in 32 households to date. The recipients can be of any age but must be Allen residents and can qualify by providing the necessary financial information.
