Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:02 p.m. on Monday, September 2, 2015 in the
Community Room of the Municipal Court and Parks and Recreation
Administration Building at 301 Century Parkway, Allen, Texas.
11 Receive Public Input Regarding the Parks and Open Space Master Plan
Tim Dentler, Director, Parks and Recreation Department introduced Mark Spencer and
Hunter Rush of MHS Planning, LLC, the consultant preparing the master plan update.
They shared with the group accomplishments made by the department since 2010, the
date of the last master plan, survey responses, focus group results and the process for

implementation. Following the presentation the floor was opened to citizen question
and comment.
Comments included that some of the flat growth noted in certain sports could be due to
the lack of locations to expand and the field sizes available. It was also suggested to
add maintenance to the implementation program. Residents were also complimentary
of the trail system and recent expansions.
After all questions and concerns were addressed, it was determined that a draft master
plan update should be ready for review the week of October 5, 2015 and a special
called Parks Board meeting would be held on October 12, 2015 to further review and
discuss the draft.

Motion: Upon a motion by Board Member Larry Holley and a second by Board
Member Airhart, the Board voted five (5) for and none (0) opposed to
adjourn the meeting at 8:12 p.m. The motion carried.
