Leeper, Project Coordinator 11 CALL TO ORDER AND ANNOUNCE A QUORUM: With a quorum of the Board present, the Board of Adjustment was called to order at 7:30 p.m. by Chairman Cocking at the Allen Library, Two Allen Civic Plaza, Allen, Texas. Approve Minutes (Agenda Item 1) Chairman Cocking read the agenda item into the record as follows: "Approve Minutes of February 7, 2000, Regular Meeting." MOTION: Upon a motion by Board Member Moreno and a second by Board Member Engle, the Board voted 4 For, 0 Opposed, with Board Member McRoy abstaining, to approve the minutes of February 7, 2000. The motion carried A BOARD OF ADJUSTMENT PAGE 2 MARCH 7, 2000 Public Hearing — Spiro K. Giannonoulos (Agenda Item 2) Chairman Cocking read the agenda item into the record as follows: "Public Hearing — Consider a request by Spiro K Giannopoulos, representing Mr. Charles Carter, for a variance to Section 3.01(AB) Central Business District Regulations of the City of Allen Comprehensive Zoning Ordinance to allow the structure to be maintained with wood exterior." Bret McCullough, Building Official, presented the request to the Board. The structure is located at 102 W McDermott Drive, and has been used as residential in the past. The intent is to now use it for commercial, and the Central Business District requires masonry exterior. A building permit has been requested using Portland cement hardyboard exterior; however, the proponent desires to maintain the wood exterior. Chairman Cocking opened the public hearing and administered the following oath to Mr. Spiro Giannopoulos, 1309 Berkley Ct, Plano, Texas: "You do solemnly swear or affirm that the testimony you shall present in this proceeding shall be the truth and nothing but the truth, so help you God." Mr. Giannopoulos indicated that he would like to maintain the house as it was. It was built in 1922. It is a strong structure. He presented 43 signatures from citizens throughout Allen in support of the request. He stated that the existing skylights are being removed. He stated he knows of nothing that would make this structure unique architecturally. He feels there is history to the house for the people who have lived in Allen a long time. With no one else wishing to speak regarding this request, Chairman Cocking closed the public hearing. The Board discussed the merits of the request. MOTION: Upon a motion by Board Member Moreno and a second by Board Member Willis, the Board voted 5 FOR and 0 OPPOSED to grant the request to maintain the wood exterior at 102 W McDermott Drive based on the fact that there are other homes in the Central Business District that have been granted this exception.
