Min - Board of Adjustment - 2002 - 04/08 - RegularALLEN SIGN CONTROL BOARD REGULAR MEETING APRIL 8, 2002 ATTENDANCE: Board Members Present Melanie Jones (Chair) Griffith Moore (Vice -Chan) Frank Brown Joni Halpin Ed Spivey (arrived 3.40) Board Members Absent: None City Staff Present. Sally L. Leeper, Planner Joey Allette, Environmental Services Coordinator LCALL TO ORDER AND ANNOUNCE A QUORUM: With a quorum of the Board present, the Sign Control Board was called to order at 3.30 p.m. by Chairperson Jones at the City Council Chambers, One Allen Civic Plaza, Allen, Texas. CONSENT AGENDA: 1. Approve minutes of March 11, 2002, Regular Meeting. 2. Consider renewal of Temporary Sign for Villages of Maxwell Creek located at the southeast comer of Bethany Drive and Maxwell Creek Drive. MOTION: Upon a motion by Board Member Moore and a second by Board Member Brown, the Board voted 4 FOR and 0 OPPOSED to approve the consent agenda as presented. The motion carried. REGULAR AGENDA: 3 Consider Subdivision Identification Sign for Twin Creeks Addition. Ms. Sally Leeper presented the request to the Board. She suggested that the sign should be located 8 feet back from the property line to ensure a site visibility triangle on each side of the median. Mr. Bryan Burchfiel, Twin Creeks, indicated that he would agree with this placement. I A 11 SIGN CONTROL BOARD APRIL 8, 2002 PAGE The Board questioned the condition of the existing sign and Mr. Burchfiel indicated that it was deteriorating and would be removed. MOTION- Upon a motion by Board Member Brown and a second by Board Member Moore, the Board voted 5 FOR and 0 OPPOSED to approve the request with the requirement that the sign be placed 8 feet back from the property line as proposed by staff. The motion earned. 4. Discussion Item — Temporary Realtor/Broker Open House Signs Ms. Leeper stated that staff has received inquiries as to the possibility of allowing temporary realtor/broker open house signs. These were allowed in previous ordinances; however, they were removed from the ordinance at the time that the weekend directional builder signs were removed. The Board discussed the possibility of allowing this type of sign for 12 hours only the day of the open house, one on-site and two off-site. The possible content of the signs and problems of enforcement were discussed. Board members requested that this item be placed on the May agenda for a workshop with interested realtors. Input would be requested regarding possible content of the signs, if allowed, and a discussion of enforcement problems It was noted that the City desires to meet the needs of different interest groups; however, this type of sign might have a negative impact on the needs of homeburlders who also hold "open house" activities and would not be included in the term "realtorNroker." Other Business: Board members discussed areas of town that needed attention because of possible illegal signs Mr. Allette indicated he would review these issues. ADJOURNMENT: MOTION: Upon a motion by Board Member Spivey and a second by Board Member Halpin, the Board voted 5 FOR and 0 OPPOSED to adjourn the April 8, 2002, meeting of the Sign Control Board at 4 10 p.m. The motion carried.
