Min - Board of Adjustment - 1988 - 10/11 - RegularALLEN SIGN CONTROL BOARD 7 REGULAR HEFTING LT OCTOBER 11, 1988 ATTENDANCE: Board Members Present: George Chrisman, Chairman Gary Crowe Valree' Cox Sheila Curtis Randall Leverett Board Members Absent: City Staff Present: Joseph Del Ferro, Environmental Health Inspector Sally Leeper, Secretary ICALL TO ORDER: The Allen Sign Control Board was called to order at 7:30 p.m. by Chairman Chrisman, at the Allen Municipal Annex, City Council Chambers, One Butler Circle, Allen, Texas. Approve Minutes September 13, 1988 (Agenda Item II) Chairman Chrisman read the agenda item into the record as follows: "Approve minutes of September 13, 1988." MOTION: Upon a motion by Board Member Leverett and a second by Board Member Curtis, the Board voted 5 FOR and 0 OPPOSED to approve the minutes of October 11, 1988, as presented. ALLEN SIGN CONTROL BOARD OCTOBER 11, 1988 PAGE 2 Election of Officers (Agenda Item III) Chairman Chrisman read the agenda item into the record as follows: "Election of Officers: Chairman, Vice -Chairman, Secretary" Board Member Curtis nominated George Chrisman for the officer of Chairman, and Board Member Leverett seconded the nomination. With no other nominations for this office, George Chrisman was elected Chairman by acclamation. Board Member Crowe nominated Randy Leverett for the office of Vice -Chairman, and Board Member Curtis seconded the nomination. With no other nominations for this office, Randy Leverett was elected Vice -Chairman. Board Member Leverett nominated Sheila Curtis for the office of Secretary, and Board Member Crowe seconded the nomination. With no other nominations for this office, Sheila Curtis was elected Secretary. Renewal Class 4 Sign Rowlett Estates (Agenda Item IV) Chairman Chrisman read the agenda item into the record as follows: "Consider first renewal for Class 4 Temporary Promotional sign for Robert W. Pope and David A. Griffin located at Rowlett Estates (The Woods) on F.M. 2170 at Rowlett Creek." Mr. Del Ferro advised the Board that the sign is in good repair. MOTION: Upon a motion by Board Member Leverett and a second by Board Member Curtis, the Board voted 5 FOR and 0 OPPOSED to approval the first renewal for Class 4 temporary sign at Rowlett Estates. 1. ALLEN SIGN CONTROL BOARD W OCTOBER 11, 1988 PAGE 3 Renewal Class 4 Sign Allen Towne Center (Agenda Item V) Chairman Chrisman read the agenda item into the record as follows: "Consider fifth renewal for Class 4 Temporary Promotional sign for Allen Towne Center located at the northeast corner of S.H. 5 and F.M. 2170." The Board discussed the percent of occupancy of the center and the condition of the sign. It was mentioned that the copy on the sign at the present time is not exactly as was originally permitted. The sign is in good repair at this time. MOTION: Upon a motion by Board Member Leverett and a second by Board Member Crowe, the Board voted 5 FOR and 0 OPPOSED to approve the 5th renewal for Class 4 temporary sign at Allen Towne Center. Request, Class 4 Off -Site Sign General Homes (Agenda Item VI) Chairman Chrisman read the agenda item into the record as follows: "Consider approval of Class 4 temporary promotional off-site sign for General Homes to be located at the southwest corner of Main Street and Allen Drive." Chairman Chrisman referred to the Sign Ordinance, page 9, paragraph 4, and reviewed the criteria for off-site signs. He stated that the application conforms to the guidelines of the ordinance as to size and height. Mr. Del Ferro stated that General Homes currently has one off-site sign located at Allen Heights Drive and F.M. 2170, on the southeast corner. Board Member Curtis stated that she was not in favor of the proposed location, being in the downtown area. The Board discussed traffic safety, and the fact that the sign should be placed inside a 25 -foot corner clip. There was further discussion as to the location of the proposed sign and whether it would be appropriate in the downtown area. MOTION: Upon a motion by Board Member Levered: and a second by Board Member Curtis, the Board voted 5 FOR and 0 OPPOSED to deny the request for Class 4 off-site sign for General Homes. The motion carried and the request was denied.
