Citizens' Comments. Mohammed Abdalla, 1822 Rockford Court, Allen, Texas, spoke regarding restrictions on locating solar panels on residential rooftops that face a public street 2. Recognition of the Texas Amateur Athletic Federation (TAAF) Male and Female Athletes of the Year. • Texas Amateur Athletic Federation Male Athlete of the Year—Nicholas Gonzales • Texas Amateur Athletic Federation Female Athlete of the Year— Ertuhe Morgan 3. Presentation of Proclamation by the Office of the Mayor. Present a Proclamation to Keith Ashley of Nine Band Brewing Company, Proclaiming December 8, 2015, as "Nine Band Brewing Dav " Consent Agenda MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger, the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows 4. Approve Minutes of the November 24, 2015, Regular Meeting of the Allen City Council. 5. Adopt an Ordinance Approving and Enacting Supplement No. 12 to the Code of Ordinances. ORDINANCE NO. 3340-12-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 12 TO THE CODE OF ORDINANCES, PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE MAYOR AND ATTESTATION BY THE CITY SECRETARY, PROVIDING A REPEAL OF CERTAIN ORDINANCES, PROVIDING EXCEPTIONS TO REPEAL: PROVIDING A PENALTY FOR SUCH VIOLATION THEREOF, AND PROVIDING AN EFFECTIVE DATE, 6. Authorize the City Manager to Execute Contracts of $50,000 or More for Personal Services and Delegate Signatory Authority to a Parks and Recreation Designee to Execute Contracts for an Amount Less than $50,000, as Provided in the Approved 2016 Budget for Various Parks and Recreation Centers and Programs for an Annual Amount not to Exceed $525,090. 7. Authorize the City Manager to Execute Contracts of $50,000 or More for Personal Services and Delegate Signatory Authority to a Parks and Recreation Designee to Execute Contracts for an Amount Less than $50,000, as Provided in the Approved 2016 Budget for The Courses at Watters Creek for an Annual Amount not to Exceed $285,000. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development and Use Regulations of Lots 2, 3R, 4 and 5, and Adopt a Concept Plan and Building Elevations for a 6.862± Acre Portion of Lot 3R, Generally Located on the Northwest Corner of US 75 and ALLEN CITY COUNCIL REGULAR MEETING DECEMBER S, 2015 PAGE 3 Bethany Drive, and in Tracts VIA and lOB of Planned Development No. 55, for the Millennium Office Park/Allen Convention Center. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. ORDINANCE NO. 3341-12-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE ZONING REGULATIONS AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING THE DEVELOPMENT REGULATIONS FOR PROPERTY IDENTIFIED AS "TRACT 10A" AND "TRACT IOB" IN "PD" PLANNED DEVELOPMENT NO. 55 AS ESTABLISHED BY ORDINANCE NO. 1226-3-94, AS AMENDED BY ORDINANCE NO 1646- 10-98, SAID PROPERTY BEING ALL OF LOTS 2, 3R, 4, AND 5, BLOCK A, MILLENNIUM OFFICE PARK, AN ADDITION TO THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTION OF A CONCEPT PLAN AND BUILDING ELEVATIONS FOR A 6 862± ACRE PORTION OF SAID LOT 3R, BLOCK A, DESCRIBED IN EXHIBIT "A," HERETO; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE. MOTION: Upon a motion made by Councilmember Sedlacck and a second by Councdmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3341-12-15, as previously captioned, to amend the development and use regulations of Lots 2. 3R, 4 and 5, and adopt a Concept Plan and Budding Elevations for a 6.862± acre portion of Lot 3R, generally located on the northwest comer of US 75 and Bethany Drive, and in Tracts 10A and 1011 of Planned Development No 55, for the Millennium Office Park/Allen Convention Center The motion carried 9. Conduct a Public Hearing and Adopt an Ordinance to Amend Various Definitions and Sections of the Allen Land Development Code Regarding Residential Accessory Uses, Medical Office and Urgent Care Facilities, Telecommunication Towers, Parking Lot Lighting, Sign Regulations, the Recommended Tree List, and Related Matters. Items of Interest. • Council recognized Boy Scouts from Troop 594 in attendance as a requirement for earning their citizenship in community and communications merit badges. The Regular Meeting was recessed at 756 p in Executive Session In accordance with the Texas Government Cade, the Allen City Council convened into Executive Session at 8 08 p.m on Tuesday, December 8, 2015, in the Counul Conference Room, 305 Century Parkway, Allen, Texas, in order to discuss matters pertaining to 12. Executive Session pursuant to Texas Government Code Section 551.076: Deliberation Regarding Deployment of Security Personnel and Devices. The Executive Session adjourned at 9 16 p.m. on Tuesday. December 8, 2015 13. Reconvene and Consider Action on Items Discussed During Executive Session.
