Present: Committee Members: Jane Bennett, Chair Brad Greene Ann Carroll David Baldwin Denise Gilbert Karis Jones City Staff, Lori Smeby, Assistant Director, Parks and Recreation Matt McComb, Landscape Architect, Parks and Recreation Lydia Nance, Senior Administrative Assistant, Parks and Recreation Guests: Me[ha Alsobrook-Leadership Allen class member Can Alsobrook- resident Members Absent: Emile Carriere Call to Order and Announce a Quorum is Present With a quorum of the committee members present, the regular meeting of the Public Art Committee was called to order by Chair Bennett at 6.30 pm on Tuesday, February 16, 2010 in the Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas 1. Approve minutes from the February 16, 2010 Regular Meeting. MOTION: Upon a motion made by committee member Gilbert and seconded by committee member Carroll, the committee voted five (5) for and none (0) opposed to accept minutes from the February 16, 2010 regular meeting as presented. Discussion Items 2. Receive update on the City Hall Public Art Project Lori Smeby informed the committee that the two finalist artist were in the development stage of their concepts for the project Interviews of both artists would be conducted by the selection panel at 3 and 4 p.m. on Thursday. May 6, 2010. The interviews will be posted as a public PUBLIC ART COMMITTE REGULAR MEETING April 20, 2010 meeting, however the process will be conducted by the panel and no other questions or comments will be entertained. Each artist will be given 30 minutes to present their concept, after which the panel will ask their questions. If the panel makes a selection, it will be presented at the May meeting for committee approval to submit to the City Council, possibly at a June meeting. The members then briefly discussed how the March public meeting went. 3. Discuss project idea for `Blue House"- current Allen Arts Alliance office Member Gilbert voiced the concern that the Arts Alliance board would likely rather see an from within Allen at this location. Lori Smeby reminded the committee that in previous discussions, the concept of bringing in existing art that artists wished to showcase, perhaps as a temporary exhibit had focused on this location. There would still be a selection process involved. A discussion of the possibilities of approaching the various local artist groups to gauge their interest was held. An apparent hesitancy to participate that has been voiced by the main local group was brought up, and the members discussed how to involve these artists in ground up projects, where more time is available, due to that being their main concern. Also discussed was how to educate the artists on the process. It was pointed out that Public Art is its own special niche due to the time consumption, and many artists are hesitant to participate due to that. Chair Bennett asked Member Gilbert that if the committee felt there was not a viable artist within Allen, then would the Arts Alliance be agreeable to outside artists. Member Gilbert felt that would be likely. Chair Bennett asked Member Gilbert to gauge the Arts Alliances' thoughts on the project idea, and their interest. Mrs. Smeby pointed out that whatever was placed at the location, consideration would have to be given as to funding, as there is not currently funding for bases or support elements for sculptures or other items that call for such. However support would be available, similar to other projects. Member Gilbert felt the Alliance would be willing to partner, and would further gauge the interest in that concern as well. 4.
