Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public Art
Committee was called to order by Chair Carrierte at 6:30 pm on Tuesday, February 15, 2011 in
the Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas.
Action Items
1. Approve minutes from the January 18, 2011 Regular Meeting.
MOTION: Upon a motion made by committee member Gilbert and seconded by committee
member Carroll, the committee voted six (6) for and none (0) opposed to accept
minutes from the January 18, 2011 regular meeting as presented.
2. Conduct Interviews of Finalist Artists for Exchange Parkway Project
Lori Smeby introduced Tom Standcliffe to the committee. Mr. Standcliffe presented his past
works and experience as requested. The committee then proceeded through the interview. Lori
Smeby then introduced Gordon Heuther to the committee. Mr. Heuther presented his past work
and experience as requested. The committee then proceeded through the interview.

3. Discuss Finalists and Select Artist for Recommendation to the Allen City Council for the
Exchange Parkway Project.
Members discussed the two finalist artists interviewed comparing how they met the objectives of
the process, the pros and cons of each artist, their efficiency, cost effectiveness, potential best fit
for the project and how they would work with Dave Baldwin, the Landscape Architect. Members
also discussed the artists' backgrounds, work(business style, past work and variations in past
work and their professionalism. At the conclusion of the discussion a vote was taken, resulting in
a six (6) to zero (0) majority in favor of Gordon Heuther being recommended to the Allen City
Council as the selected artist for the Exchange Parkway Public Art project.

4. Review Bond Funding for 2012
Lori Smeby informed the members that $300,000 is currently slated for the 2012 bond sale year.
She has learned of a grant opportunity through the National Endowment for the Arts which is due
on March 1. The grant is a matching funds grant, and her recommendation is to request no
change in the amount in order to apply for the grant and get the matching funds in that amount,
perhaps to build something in the roundabout at Allen Drive and St Mary's. If the grant is not
awarded to Allen, the funds will be available for smaller projects. The members agreed.
4. Items of Interest
After a brief discussion, the members decided to cancel the March 2011 regular meeting.
