Present: Committee Members: Emile Carriere, Chair Jane Bennett Denise Gilbert Luke Hollingsworth City Staff: Lori Smeby, Assistant Director, Parks and Recreation Matt McComb, Landscape Architect, Parks and Recreation Lydia Nance, Senior Administrative Assistant, Parks and Recreation Members Absent: With a quorum of the committee members present, the regular meeting of the Public Art Committee was called to order by Chair Carriere at 6:32 pm on Tuesday, May 17, 2011 in the Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas. 1. Approve minutes from the May 17, 2011 Regular Meeting. MOTION: Upon a motion made by committee member Bennett and seconded by committee member Gilbert, the committee voted four (4) for and none (0) opposed to accept minutes from the May 17, 2011 regular meeting with corrections designated. Discussion Items 2. Discuss dedication plans for City hall Public Art piece-"Blackland Prairie Song" Lori Smeby explained the standard City of Allen protocol for dedication ceremonies. The target date for the dedication would be September 27 prior to the Council workshop meeting and City Council meeting, the annual report from the Public Art Committee would be given at the same meeting. The dedication would be scheduled for 5:30-6:00, light refreshments may be served. The artists for the project have expressed a desire to be at the dedication, and have been informed that that would be at their own expense. Chair Carriere asked if attendees would be able to see the piece lit after the meeting, as the lights would not be on during the dedication time period. PUBLIC ART COMMITTE REGULAR MEETING August 16.2011 1 Lori Smeby responded that it would depend on the length of the meeting but it was not likely. After the members expressed the wish that the piece could be seen lighted, a suggestion was made by Matt McComb that some quality photographs could be taken of the piece at night and then displayed during the dedication, or even utilized on the dedication program. Mrs. Smeby will contact a photographer for this purpose. Also discussed was if any committee member needed to speak during the dedication. Mrs. Smeby explained that would be determined as the plans were worked through, a member of the committee (Chair Cariere) gave background on the piece at the last dedication. 3. Discussion regarding the upcoming year (2011-7012) Chair Cariere asked for input from the committee members on ideas for the coming year due to the amount of available bond funds, and the expected amount to be sold for 2012. Lori Smeby explained that the amount for 2012-2013 would not be known until April 2012. There may be a small amount of funds available once the current projects are completed, but that is not currently known. The remaining amount could serve as a contingency fund for the Exchange Parkway project Chair Cariere asked if the remaining amount could be used for the foundation needed to place the "Chac" statue. Mrs. Smeby replied that bond funds could not be used for that piece. Member Hollingsworth asked if donation funds could be used. Mrs. Smeby replied that could be a possibility In other projects, Mrs. Smeby stated that she would be revisiting the public art mapping project with the GIS division and other staff. Members discussed the utilization of new technology for this project, including the possibility of developing a smart phone app. Chair Carriere reminded the group of former discussions involving placement of existing an for exhibition and sale. The members discussed issues which had been brought up previously in regard to the possibility, and possible locations and types of art which could be utilized. Mrs. Smeby spoke to the need to clarify the usage of bond funds for temporary art. She then asked the members for their thoughts on asking the Allen Arts Alliance for their assistance in management and oversight of the exhibits, support from city staff would be available. Member Gilbert will approach the AAA with the query, but felt positively about their potential response. Another project idea that was discussed was the need for benches at the Oceano site. Member Bennett stated that several residents had spoken to this. Mr. McComb pointed out any bench utilized would have to be classified as public art. The question was raised whether an artist design which was tradesman produced would qualify Mrs. Smeby will research the criteria for this instance. Update on Fire Station #5 Public Art piece- "Rail Ladder Fire' Matt McComb informed the committee that installation is slated for this month. In fast communication with the artist, the solar lighting sequence has been perfected, which was the last part to be completed, 30 solar panels and 40 LED lights were used. The panels will be hidden on the rungs of the decommissioned ladders. The sculpture is complete, and the base and conduit for supplemental lighting are installed. The fire station is substantially complete but there is currently no anticipated occupancy date. Mr. McComb is confident that the sculpture will be placed before the station is opened. The dedications will take place at the same time and will be driven by the Allen Fire Department. The artist is also currently working on the internal piece for the budding. S. Update on Exchange Parkway project Matt McComb updated the committee that he is currently working with the landscape architect on irrigation and drought maintenance concerns in response to current conditions. The artist is entering into the shot drawing phase of the an project; a full set of drawings is expected by the time of the September meeting. The landscape architect, Dave Baldwin, will attend. The artist and landscape architect are attempting to introduce color into the 4 smaller art pieces of the PUBLIC ART COMMITTE REGULAR MEETING August 16, 2011 project, as directed by the committee. There is still a substantial amount of time before the Allen High School stadium will be complete to complete the project. There may be minor changes to the US75 interchange due to commercial property construction, but it will not affect the location or view of the main art piece. 4. Items of Interest a.
