Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public Art
Committee was called to order by Chair Bennett at 6:35 pm on Tuesday, July 21, 2009 in the
Parks and Recreation Conference Room at 301 Century Parkway, Allen, Texas.

Approve Minutes from the June 16, 2009 Regular Meeting
MOTION: Upon a motion made by committee member Gilbert and a second by committee
member Greene, the committee voted six (6) and none (0) opposed to accept the
minutes from June 16, 2009 Regular Meeting as presented.
2. City Hall Project- Discussion of call for artist for Allen City hall public art project
A set of brainstorming pictures, gleaned from previous artist submittals, was presented to the
committee with the intent of assisting the members in the discussion. A question as to the project
budget was raised; Mrs. Smeby stated that needed to be verified. Chair Bennett suggested the
committee go outside to look over the site and get abetter idea of the location This was agreed
upon and the members went to look over the area. While there, a discussion was held of the
' merits and detriments of various types of art pieces and elements in relation to the location. The
consensus was to not compete with the existing elements but rather to add to the overall look of
the City Hall fagade, creating a visual path or gateway to City Hall. Some discussion of utilizing

smaller elements was held, perhaps with the inclusion of a height limitation, as well as discussion
of including seating, elements on the existing stairs, landscaping and "green" elements to soften
the overall look. An interest in interactive elements was also expressed. Also discussed was how
the call to artists itself would be handled, with the committee requesting that the initial call be
general in language and the site specific requests given at a later time. Members also indicated
that thought should begin on whom from the community should be asked to serve on the selection
committee.
Library Project - Discuss Dedication of Library Sculpture and Donor Wall
Matt McComb presented the plan for the donor wall at the Allen Public Library. A discussion
was held in which the committee expressed their wishes for changes to the overall look font sizes
and placement and order of the donor names, as well as inclusion of the quote given to the artist
rather than the quote currently included. Mr. McComb stated that he would re -contact the artist
with the requested changes.
Lori Smeby then updated the members on plans for the dedication ceremony and events. October
24, 2009 is the current tentative date for the event. Mr. McComb will be in contact with the artist
for a firm installation date. A brief discussion as to the artist's availability to he present or speak
at events relating to the piece was held That availability is yet to be determined. Mrs. Smeby
requested input from the committee on what they would like to sce included in the dedication
ceremony After a brief discussion, the committee expressed that standard protocol should be
followed, with the interest of having the artist present Also discussed was requesting a long term
donor to speak with several donors suggested. The discussion concluded with the committee
decision to await further information before finalizing plans.
5. Set Next Regular Meeting of this Committee - Lori Smeby requested for scheduling reasons to
change to the next meeting to Wednesday, August 19, 2009. As this was a better date for some
members of the committee as well, the committee agreed. The next regular meeting of this
committee will be held on Wednesday, August 19 at 6:30 PM.

There being no further business, the meeting was adjourned at 8:02 p.m.
