Present: Committee Members: Jane Bennett, Chair Brad Greene, Secretary Emile Camere Ann Carroll David Baldwin City staff: Lori Smeby, Assistant Director, Parks and Recreation Matt McComb, Landscape Architect, Parks and Recreation Lydia Nance, Senior Administrative Assistant, Parks and Recreation Absent: Sharon Hall Denise Gilbert Guests: Sauna Knox- McKinney Resident conducting research Call to Order and Announce a Quorum is Present With a quorum of the committee members present, the regular meeting of the Public Art Committee was called to order by Chair Bennett at 6:35 pm on Tuesday, August 19, 2009 in the Parks and Recreation Conference Room at 301 Century Parkway, Allen. Texas. Regular Agenda 1. Approve Minutes from the July 21, 2009 Regular Meeting MOTION: Upon a motion made by committee member Carriere and a second by committee member Greene, the committee voted six (5) and none (0) opposed to accept the minutes from June 16, 2009 Regular Meeting as presented. 2. City Hall Project- Discussion and take action as needed on Allen City Hall public art project Lori Smeby supplied the committee with information as to the actual budgetary amounts 1 available in current bond sales for the previously discussed Public Art Project for Allen City Hall. The committee previously set the budget at 200 thousand dollars, and 100 thousand dollars worth of bonds have been sold. With that a reconfirmation was necessary in this meeting as to whether PUBLIC ART COMMITTE REGULAR MEETING AUGUST 19,2009 PAGE MOTION: Upon a motion by member Baldwin and a second by member Carriere, the Committee voted five (5) for and none (0) against to put the Allen city hall project on hold until bond sales can be produced to provide for the intended project budget amount. 3. Update on Library Project - Staff update on status of public art piece at library and dedication event plans. Mrs. Smeby updated the committee on the status of the creation of the piece. Matt McComb presented the artist's rendering of possible lighting schemes for the piece; the committee expressed a partiality to a scheme which cast light downward on the piece only. Mr. McComb will do an inventory of existing lighting at the site to determine what impact it will have. Mr. McComb also discussed the installation process with the artist and spoke with the artist concerning the donor wall. He then presented an updated example with the changes previously requested for by the committee. A brief discussion as to the timing of the donor wall installation occurred, as well as the committee requesting a few additional changes to the look and placement of the text The committee then requested a sample of what the actual wall would look like. Member Carriere then spoke to the status of the dedication event plans. The event is currently planned for Saturday, October 24, with varied events from 10 AM until evening. An Allen ISD event may take place on Friday, October 23. 4. Public art Inventory- Discussion on the inventory of public art within Allen. the committee was firm on that budget. The two projects under contract, the Allen Public Library, and Fire Station 5 are holding 115 thousand dollars and 60 thousand dollars of budgetary funds respectively. This leaves 100 thousand for other projects. A contract cannot be executed for a larger amount than what has been sold in bonds. Member Baldwin queried if the funds would be lost upon the end of the budget year if they were not utilized. Mrs. Smeby indicated this is not the case. Mrs. Smeby requested the committee make discussion on whether or not to 1 keep the budget for the City Hall project at 200 thousand and wait until the Library and Fire Station 5 projects are complete. A discussion took place in which the committee members related their thoughts and weighed both sides of the issue. Members pointed out that this project is one where their wish is to make an impact to the community, and lowering the budget would lessen the ability to do so. Mrs. Smeby reminded the members that the next bond election is in the Spring of 2010 and how much could possibly be slated for public an. At that time the Library and fire station 5 projects could be complete. She asked if the committee wanted to wait and face the possibility that the public interest and knowledge of the program may decline. When the City council interest was mentioned, Lori stated that the council could be informed that a slowdown is recommended. Chair Bennett queried if there were any small projects that could be done. Mrs. Smeby indicated there were some on the plan. Lori Smeby reminded the committee of their previous discussion about interactive mapping and the creation of an interactive public art map for inclusion on the City of Allen website. Lori requested confirmation of the committee's preferences given the previous examples from the first discussion before she meets with the City of Allen's GIS division to begin work on creation. The committee is still in agreement as to the look. With that confirmation, Mrs. Smeby will move forward with the GIS division and glean from then expertise in this area to begin creation of the 1 interactive map. Set Next Regular Meeting of this Committee - The next regular meeting of this committee will be held on Tuesday, September 15 at 6:30 PM. 7.
