Min - Library Board - 2002 - 06/11 - Regular7 Present: Cal Calvin, Board Chair Board members: John Ross Frank Snidow Julia Elms City Staff: Barbara Buehler, Library Director Guest: ALLEN PUBLIC LIBRARY REGULAR MEETING JUNE 11, 2002 1 Jane Bennett— Friends of the Allen Public Library President Call to Order and Announce a Quorum is Present With a quorum of the Board members present, the Regular Meeting of the Allen Public Library was called to order by Board Chair, Cal Calvin at 7:35 p.m. on Tuesday, June 11, 2002, in the Allen Library Meeting Room of the Allen Public Library, 2 Allen Civic Plaza, 301 Century Parkway, Allen, Texas. Items discussed in the preceding meeting workshop included: • Monthly Activity Report and Suggestion Box Forms. • Introduction of New Adult Services Manager. • Report on Smithsonian Exhibit and Programs. • Report on Library Acquisition Fund. • Update on Library Building Process. • Review of Texas Library Association Conference. 1. Citizen's Comments. ALLEN PUBLIC LIBRARY BOARD REGULAR MEETING MAY 7, 2002 PAGE 2 IThere were no Citizen Comments. Approve Minutes of the May 7, 2002, Regular Meeting. The Board approved the Minutes of the May 7, 2002 Regular Meeting. 3. Review of Monthly Activity Report and Suggestion Box Forms. The Board reviewed the May Statistical Report, Activity Report and Suggestion Box Forms. 4. Report on NETLS Quarterly Meeting. Library Director, Barbara Buehler and Board member, Cal Calvin reported on their attendance at the quarterly NETLS meeting that was held at a Holiday Inn Select at 635 and Jupiter in Dallas. This was the annual awards luncheon meeting. Tom Keener was awarded the "Government Official of the Year" award for his work on the prairie exhibit. Information was shared about the Telecommunications Infrastructure Fund and its importance to libraries. NETLS will be hosting several advocacy workshops to prepare lay persons for representing library interests to their elected officials in Austin. The TIF fund is threatened and is vital to continued support of electronic resources for libraries 5. Update on Library Building Process. Library Director, Barbara Buehler reported that the recent Planning and Oversight Committee Meeting was cancelled because preliminary estimates show a substantial cost overrun for the new library's construction. Architects have been instructed to come up with some alternatives to offer before the meeting is re -scheduled. The Board discussed possible fund-raising solutions. 6. Review of Summer Programs. Library Director, Barbara Buehler, informed the Board about the many programs that are being offered for Allen's Youth this summer She showed printed publicity and game boards that are being used. The first week of sign-ups, nearly 1200 children signed up for Summer Reading Club. 7. Report on Status of Child Internet Protection Act (CR'A). Board member, Cal Calvin and Barbara Buehler discussed the recent court decision to overturn the Child Internet Protection Act (CIPA). Calvin shared with the Board web sites that offer good information regarding First Amendment Protection. Beuhler showed a videotape of the Channel 4, 5 p.m. news broadcast that featured staff and patrons from both Allen and Plano libraries regarding that court decision. Library Director, Barbara Buehler, shared with Board the budget requests the library submitted. Other than requesting that two part-time librarians become full-time, the budget was very modest with mostly maintenance of effort. The City Manager had requested that departments keep their base budgets at no more than a 3% increase over this year's budget. Other Business 9. Friend's President, Jane Bennett reported on the recent success of the Scholastic Book Fair. The Friends will probably do this event again next year. They have decided to not have an entry in the July 4th parade this year. Friend's member Amanda Lunn is distributing a survey to determine levels of interest in providing cultural programs that might result from applying for a Texas Council of Humanities grant. Board members were asked to complete the survey. 10. Calendar: • July 2, 2002, Allen Public Library Board, Regular Meeting.
