1) Call to Order and Announce a Quorum is Present
With a quomm of the Community Development Corporation Board present, President
Chrisman called the Meeting to order at 7:00 p.m. on Monday, November 9, 2015, at the
Council Conference Room.
2) Approve Minutes of the October 19, 2015, Meeting
Motion: Upon a motion by Board Member Schulmeister and a second by Board Member
Obermeyer, the Board voted six (6) for and none (0) opposed to approve the minutes from the
October 19, 2015, meeting The motion carried.
3) Cancel the December 21, 2015, Allen Community Development Corporation Board of
Directors Meeting
Motion: Upon a motion by Board Member Obermeyer and a second by Board Member
Alexander, the Board voted six (6) for and none (0) opposed to cancel the December 21, 2015,
meeting. The motion carried.

4) Other Business
a) Consider Motion to Amend the Approved Project Funding for Ford Pool Project at
an Additional Amount of $587,826, Establishing a Project Budget of 53,648,619.
Motion: Upon a motion by Board Member Bari] and a second by Board Member
Chrisman, the Board voted four (4) for and two (2) opposed amend the project funding for
Ford Pool Project at an additional amount of $587,826, establishing a project budget of
$3,648,619 The motion carried.
b) Consider Motion to Authorize the City Manager to Execute an Amended Economic
Development Incentive Agreement and Civic Center Agreement with TCH Altera
AHCC, L.P., for the Development, Construction and Operation of a Full -Service
Hotel Conference Center.
Motion: Upon a motion by Board Member Alexander and a second by Board Member
Gonzales, the Board voted six (6) for and none (0) opposed to authorize the City Manager
to execute an Amended Economic Development Incentive Agreement and Civic Center
Agreement with TCH Altera AHCC, L.P., for the development, construction and operation
of a full-service hotel conference center. The motion carred.
c) Consider Motion to Authorize the City Manager to Negotiate and Execute an
Economic Development Incentive Agreement on Behalf of the Allen Community
1 Development Corporation with the Simon Property Group.
Motion: Upon a motion by Board Member Schulmeister and a second by Board
Member Obermeyer, the Board voted six (6) for and none (0) opposed to authorize the
City Manager to negotiate and execute an Economic Development Incentive Agreement
on Behalf of the Allen Community Development Corporation with the Simon Property
Group. The motion carried.
