Workshop Session
With a quorum of the Councilmembers present,the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:20 p.m. on Tuesday, November 12, 2019, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway,Allen,Texas.
1. Overview of the Proposed Changes to Chapter 14 of the Code of Ordinances Related to Utilities.
2. Update Regarding the Allen Twin Creeks Gateway Project.
3. Committee Updates from City Council Liaisons.
4. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:01 p.m. on
Tuesday,November 12, 2019.

MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember
Doherty,the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent
Agenda as follows:
4. Approve Minutes of the October 22,2019,Regular City Council Meeting.
5. Approve Minutes of the October 22, 2019, City Council and Council Nominating Committee
Meeting.
6. Approve the Exchange Parkway Recreation Center Feasibility Study.
7. Adopt a Resolution Approving the City of Allen Trails and Bikeways Master Plan.
RESOLUTION NO. 3717-11-19(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING THE CITY OF ALLEN TRAILS AND
BIKEWAYS MASTER PLAN, ATTACHED HERETO AS EXHIBIT"A"; AND PROVIDING FOR
AN EFFECTIVE DATE.
8. Authorize the City Manager to Execute a Contract with North Rock Construction,LLC,for the
Construction of The Courses at Watters Creek Parking Improvements in the Amount of
$108,133.
9. Authorize the City Manager to Amend the Contract for Public Safety Vehicle Equipment from
Priority Public Safety to an Annual Amount of$300,000.
10. Receive the Financial Report for Period Ending September 30,2019.
11. Motion to Set Saturday, February 1, 2020, as the Date for the Strategic Planning Session with
City Council.

12. Authorize the City Manager to Execute an Agreement to Allow Dalcor Holdings, LLC, to
Construct Open Space Improvements on City Property at Ridgeview Drive and Rowlett Creek.
MOTION: Upon a motion by Mayor Pro Tem Caplinger and a second by Councilmember Doherty, the
Council voted seven(7)for and none(0)opposed to authorize the City Manager to execute an
agreement to allow DALCOR Holdings, LLC, to construct open space improvements on city
property at Ridgeview Drive and Rowlett Creek.The motion carried.
13. Conduct a Public Hearing and Adopt an Ordinance Amending the Development Regulations of
Tract A-1 of Planned Development No. 92 Corridor Commercial and Adopt a Concept Plan,
Building Elevations, Open Space Plan, and Open Space Concept Plan for Approximately 7.37±
Acres Generally Located North of Ridgeview Drive and East of Wafters Road. [Urban Residential
—Hwy 121 at Wafters]
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.

ORDINANCE NO. 3718-11-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS AND ZONING MAP,AS PREVIOUSLY AMENDED, BY AMENDING
THE DEVELOPMENT AND USE REGULATIONS FORA 7.37±ACRE PORTION OF TRACT A-1
OF "PD" PLANNED DEVELOPMENT NO. 92 CORRIDOR COMMERCIAL "CC" AS
ESTABLISHED BY ORDINANCE NO. 3353-2-16,AS AMENDED,AND ADOPTING A CONCEPT
PLAN, BUILDING ELEVATIONS, OPEN SPACE PLAN, AND OPEN SPACE CONCEPT PLAN;
PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Mayor Pro Tem Caplinger and a second by Councilmember Doherty, the
Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3718-11-19, as
previously captioned, amending the development regulations of Planned Development No. 92
Corridor Commercial and adopting a Concept Plan,Building Elevations,Open Space Plan,and
Open Space Concept Plan for the Property generally located north of Ridgeview Drive and east
of Watters Road for Urban Residential—Hwy 121 at Watters..The motion carried.
14. Conduct a Public Hearing and Adopt a Resolution Approving the 2018-2019 Comprehensive
Annual Performance Evaluation Report (CAPER) and Authorize its Submission to the U.S.
Department of Housing and Urban Development.

RESOLUTION NO.3719-11-19(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE 2018-2019 COMPREHENSIVE
ANNUAL PERFORMANCE EVALUATION REPORT (CAPER); AUTHORIZING ITS
SUBMISSION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
(HUD); REPEALING ALL RESOLUTIONS IN CONFLICT; PROVIDING A SEVERABILITY
CLAUSE;AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Schulmeister and a second by Councilmember Clemencich,
the Council voted seven(7) for and none(0) opposed to adopt Resolution No. 3719-11-19(R),
as previously captioned, approving the 2018-2019 Comprehensive Annual Performance
Evaluation Report (CAPER) for the Community Development Block Grant program and
authorizing submission to the U.S. Department of Housing and Urban Development. The
motion carried.
