With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:33 p.m. on Tuesday, November 26, 2019, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway,Allen,Texas.
1. Taping of Christmas Message.
2. Update to Allen Code of Ordinances (Health).
3. Update to Allen Code of Ordinances(Stormwater).
4. Committee Updates from City Council Liaisons.
5. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:50 p.m. on
Tuesday,November 26,2019.

2. Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation to Allen Area Small Business Owners Proclaiming
November 30, 2019,as Small Business Saturday.
111 Consent Agenda
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Brooks,
the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent Agenda
as follows:
3. Approve Minutes of the November 12,2019,Regular City Council Meeting.
4. Authorize the City Manager to Execute a Contract with DCBA Landscape Architecture for the
Design Development of Rolling Hills Park in the Amount of$120,763
5. Authorize the City Manager to Execute a Contract with William H. Company, LLC, for the
Construction of Heritage Park Renovations in the Amount of$449,580.
6. Authorize the City Manager to Execute a Five(5)Year Lease Agreement with ePlus Group,Inc.,
and GTS Technology Solutions Inc., for 88 Mobile Data Computers for Public Safety Use in an
Annual Amount of$105,554.
7. Motion to Cancel the December 24,2019, City Council Meeting.
The motion carried.

MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember
Clemencich, the Council voted seven (7) for and none (0) opposed to adjourn the Regular
Meeting of the Allen City Council at 7:28 p.m. on Tuesday,November 26,2019. The motion
carried.
