Call to Order and Announce a Quorum is Present
With a quorum of the committee members present,the regular meeting of the Public Art Committee was
called to order by Chair Raines at 6:03 p.m. on Tuesday, October 15,2019,in the Parks and Recreation
Conference Room of the Municipal Courts,Parks and Recreation Building, 301 Century Parkway,Allen,
Texas 75013.
Action Items
1. Election of Officers
Chair Raines opened nominations for the positions of Chair,Vice Chair and Secretary.
MOTION: Upon a motion made by committee member Bennett and seconded by committee
member Raines,the committee voted five(5)for and none(0)opposed to elect
Sandy Wittsche to the office of Committee Chair.
MOTION: Upon a motion made by committee member Bennett and seconded by committee
member Carroll,the committee voted five(5) for and none(0)opposed to elect
Cristie Johnson to the office of Committee Vice Chair.
MOTION: Upon a motion made by committee member Raines and seconded by committee
member Carroll,the committee voted five(5)for and none(0)opposed to elect
Jane Bennett to the office of Secretary.
2. Approve Minutes from the September 17,2019 Regular Meeting
MOTION: Upon a motion made by committee member Raines and seconded by committee
member Johnson,the committee voted five(5)for and none(0)opposed to
accept minutes from the September 17,2019 regular meeting as presented.

Discussion Items
3 Update on Current Projects
During the October 8 council meeting,City Council authorized the City Manager to execute a
contract with Allbritton Lee,LLC,dba RE:site for the design, fabrication, and installation of
proposed artwork in the Allen Event Center Rotunda.
4 Discussion on Future Projects
A contract for David Baldwin's services is in the process of being signed by the City Manager for
the Allen Gateway project. This art project continues to move forward requiring further
discussions.
After discussing the number of committee members,Allen residents and possible City staff
needed for the Don Rodenbaugh Natatorium Artist Selection Panel, it was decided to add this,as
well as establish an art project budget,as action items to the November 19, 2019 meeting agenda.
A discussion was held regarding the state of the existing artwork with several pieces being
singled out that need repair including artwork on Exchange Parkway,the bridge on Cottonwood
Trail,paint at Windridge Park and Spirit Park bike racks. Matt McComb,Parks Planning and
Development Manager,will contact Facility Services on the items that can be fixed by staff and
the artists who will need to repair their artwork.
