Workshop Session
With a quorum of the Councilmembers present,the Workshop Session of the Allen City Council was called to
order by Mayor Pro Tern Caplinger at 6:24 p.m.on Tuesday,January 28,2020,in the Council Conference Room
of the Allen City Hall,305 Century Parkway,Allen,Texas.

2. Committee Updates from City Council Liaisons.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:58 p.m. on

Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Pro Tern Caplinger at 7:03 p.m.on Tuesday,January 28,2020,in the Council Chambers of the
Allen City Hall,305 Century Parkway,Allen,Texas.

Public Recognition
1. Citizen Comments.
Glen Renfro, 606 Keith Drive, Allen, Texas, thanked the Council and staff for their efforts on the
Allenwood Drainage Improvement Project.
2. Recognition of Allen City Television(ACTV)for a Series of Awards from the National Association
of Telecommunications Officers and Advisors (NATOA) and the Texas Association of
Telecommunications Officer and Advisors(TATOA).
3. Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation to Allen City Television Proclaiming 2020 as Allen City Television
Year.
Consent Agenda
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember
Doherty,the Council voted six(6) for and none(0)opposed to adopt all items on the Consent
Agenda as follows:
4. Approve Minutes of the January 14,2020,Regular City Council Meeting.
5. Award Bid and Authorize the City Manager to Execute a One-Year Contract with AC Printing,
LLC, BDM Group, LLC (DBA Logan Graphics), and Girard Investments, Inc. (DBA
A1phaGraphics 99), for Printing Services for a Total Annual Amount of$150,000 with Two (2)
Optional One-Year Renewals.
6. Authorize the City Manager to Execute a Professional Services Agreement with VAI Architects,
Inc.,for Architectural and Engineering Services for Phase I of the Fire Station #6 Project in the
Amount of$194,000.
7. Award Bid and Authorize the City Manager to Execute an Annual Contract with Craig's Car
Care for Vehicle Maintenance Service and Repair of the City Fleet for an Annual Amount of
$300,000 and Execute an Annual Contract with Firestone for Routine Oil Changes and
Inspections for an Annual Amount of $50,000 for One-Year with Four Optional One-Year
Renewal Terms for a Total Annual Amount of$350,000.
8. Award Bid and Authorize the City Manager to Execute a Contract with Iron T Construction,for
the Allenwood Drainage Improvement Project in the Amount of$759,000.
9. Set August 14-16, 2020, as the Dates for the City Council Budget 'Workshop with City Council
and Executive Staff.
10. Declare a Vacancy in the Position of Mayor on the Allen City Council.
11. Receive the Capital Improvement(CIP)Status Report.

15. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of
Planned Development PD No. 135 Corridor Commercial"CC"and Adopt a Sign Schedule,Sign
Location Map, and Sign Elevations for Collin College Technical Campus, Lot 1, Block A,
Generally Located at the Northeastern Corner of the Intersection of Bending Branch Way and
Ridgeview Drive. [Collin College—Sign Plan]

ORDINANCE NO. 3728-1-20: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY,TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT CODE
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING THE USE AND
DEVELOPMENT REGULATIONS OF PLANNED DEVELOPMENT"PD"NO. 135 WITH A BASE
ZONING OF CORRIDOR COMMERICAL"CC"AS ADOPTED BY ORDINANCE NO. 3567-4-18
BY ADDING SIGN REGULATIONS, A SIGN SCHEDULE, AND A SIGN LOCATION MAP;
PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND

MOTION: Upon a motion by Councilmember Doherty and a second by Councilmember Brooks, the
Council voted six (6) for and none (0) opposed to adopt Ordinance No. 3728-1-20, as
previously captioned,to amend the Development Regulations of Planned Development PD No.
135 Corridor Commercial CC and adopt a Sign Schedule, Sign Location Map, and Sign
Elevations for a property generally located at the northeastern corner of the intersection of
Bending Branch Way and Ridgeview Drive for Collin College.The motion carried.
16. Conduct a Public Hearing and Adopt an Ordinance for a Specific Use Permit for a Gymnastics
or Sports Training Use for the Approximately 16,734± Square Foot Portion of a Building
Generally Located North of McDermott Drive and West of Greenville Avenue (and Commonly
Known as 109 N. Greenville Avenue,Suite A). [Hidden Gym]

NO. 172 AUTHORIZING APPROXIMATELY A 16,732f SQUARE FOOT PORTION OF THE
BUILDING LOCATED ON LOT 2A, BLOCK B, BROOKSHIRE'S ADDITION WITHIN A
SHOPPING CENTER "SC" ZONING DISTRICT TO BE USED FOR A GYMNASTICS AND
SPORTS TRAINING FACILITY USE; PROVIDING A CONFLICTS RESOLUTION CLAUSE;

17. Conduct a Public Hearing and Adopt an Ordinance to Establish a Planned Development Zoning
District with a Base Zoning of Mixed Use and Adopt Development Regulations, Zoning Exhibit,
Regulating Plan,Parks and Open Space Plan,Street Cross Sections,Street Diagram,Conceptual
Driveway Layout, and Development Tracts for a Property Generally Located East and West of
Exchange Parkway and North of Ridgeview Drive. [Gateway Allen at Twin Creeks—Mixed Use]
Mayor Pro Tem Caplinger opened the public hearing and asked anyone wishing to speak for or against
this item to do so at this time.

THE ZONING REGULATIONS RELATING TO THE DEVELOPMENT AND USE OF 74.877±
ACRES IN THE S. JACKSON SURVEY, ABSTRACT NO. 489 DESCRIBED IN EXHIBIT "A"
HERETO FROM PLANNED DEVELOPMENT NO. 101 CORRIDOR COMMERCIAL "CC" TO
PLANNED DEVELOPMENT NO. 141 ("PD-141") FOR MIXED USE; AND ADOPTING

Mixed Use "MIX" and adopt Development Regulations, Zoning Exhibit, Regulating Plan,

Parks and Open Space Plan, Street Crossing Sections, Street Diagram, Conceptual Driveway
Layout, and Development Tracts for a property generally located east and west of Exchange

building permits authorizing the construction of more than 800 Urban Residential units shall
be granted until final building inspections have been approved and one or more certificates of
occupancy granted for 100,000 square feet of office space.The motion carried.

Mayor Pro Tem Caplinger announced the Executive Session then recessed the Regular Agenda at 8:52 p.m.
Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
9:05 p.m.on Tuesday January 28,2020,in the Council Conference Room,305 Century Parkway,Allen,Texas,
in order to discuss matters pertaining to:
19. Personnel Pursuant to Section 551.074 of the Texas Government Code—
Discuss Vacancy in the Position of Mayor on the Allen City Council.
The Executive Session adjourned at 9:40 p.m.on Tuesday,January 28, 2020.
20. Reconvene and Consider Action on Items Resulting from Executive Session.
The Allen City Council reconvened into the Regular Meeting at 9:42 p.m. on Tuesday, January 28, 2020. No
action was taken on items discussed during the Executive Session.
Mayor Pro Tern Caplinger announced the Council's intention to fill the vacancy in the position of Mayor on or
before the required date of April 7, 2020.
