Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was called to order by Mayor Terrell at 6:00 p.m. on Thursday, March 19, 2020, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. 2. Consideration and Action on Resolution Continuing the State of Disaster for the City of Allen Issued by the Mayor on March 16, 2020. Mayor Terrell asked anyone wishing to speak to do so at this time. The following individuals spoke regarding Agenda Item 2: David Shafer, 351 Chaparral, Allen, Texas, expressed opposition to this item. Dave Cornette, 310 Willow Brook Drive, Allen, Texas, expressed opposition to this item. ALLEN CITY COUNCIL SPECIAL CALLED MEETING MARCH 19, 2020 PAGE 2 Steve Reedy, 604 West Bethany Drive Suite IO2, Allen, Texas, expressed support for Council's measured response in the emergency order. The following individuals did not speak but wished to record their comments regarding Agenda Item 2: Patricia Hurley, III2 Rainforest Lane, Allen, Texas, regarding limiting community gatherings. George Seward, 717 Cheyenne Drive, Allen, Texas, regarding limiting community gatherings Jerry Ellis, iio5 Copperas Cove Court, Allen, Texas, commended city on leadership; asked for aggressive measures to flatten the curve. Sharyn King, 1507 Edelweiss Drive, Allen, Texas, commended city on leadership; closure of dine -in restaurants. Hidden Gym, tog N Greenville Avenue, Allen Texas, asked if staff could still office at closed gym. Jeremy Anderson, I007 Hopkins Drive, Allen, Texas, regarding order to close/limit restaurants and gatherings. Ming Liu,14o8 Country Lane, Allen, Texas, regarding closing daycares like schools. Joe Alexander,14o6 Country Lane, Allen, Texas, asked for closing daycares. RESOLUTION NO. 3738-3-20(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, CONTINUING THE DECLARATION OF DISASTER ISSUED BY THE MAYOR OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ON MARCH 16, 202o; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion by Councilmember Clemencich and a second by Councilmember Brooks, the council voted seven (7) for and none (o) opposed to adopt Resolution No. 3738-3-20(R), as previously captioned, continuing the state of disaster for the city of Allen issued by the Mayor on March 16, 2020. The motion carried. Executive Session The Executive Session was not held. 3. Adjournment MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember Brooks, the Council voted seven (7) for and none (o) opposed to adjourn the Special Called Meeting of the Allen City Council at 6:36 p.m. on Thursday, March 19, 2020.
