George, City Secretary Teresa Warren,Director,Public and Media Relations Lauren Field,Deputy City Secretary(absent) Pete Smith, City Attorney Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:01 p.m. on Tuesday, March 24, 2020, in the Council Chambers of the Allen City- Hall, 305 Century Parkway,Allen,Texas. Pledge of Allegiance Public Recognition 1. Citizen Comments. • Daren Meis, 956 Holt Lane,Allen,Texas, spoke on the Emergency Order issued March 18, 2020. • Kim Mayes, 860 Blackberry Lane,Allen,Texas, did not speak but wished to record her comment to close daycares/preschool under the public health emergency. Consent Agenda Mayor Terrell removed the following items from the Consent Agenda: ALLEN CITY COUNCIL REGULAR MEETING MARCH 24,2020 PAGE 2 6. Authorize the City Manager to Execute a Four (4) Year Lease Agreement with Dell Financial Services for Computer Equipment in the Total Principal Amount of$628,198. 7. Motion to Reappoint Dr. Joe Farmer to the North Texas Municipal Water District Board as a Representative for the City of Allen for a Two-Year Term Effective June 1,2020 through May 31, 2022. 8. Motion to Appoint Mayor Pro Tern Caplinger to Serve on the North Central Texas 9-1-1 Emergency Communications District Board. MOTION: Upon a motion made by Councilmember Clemencich and a second by Mayor Pro Tern Caplinger, the Council voted seven(7) for and none(0) opposed to adopt all remaining items on the Consent Agenda as follows: 2. Approve Minutes of the March 10,2020,Regular City Council Meeting. 3. Approve Minutes of the March 19,2020 Special Called City Council Meeting. 4. Award Bid and Authorize the City Manager to Purchase Fire Engine and Ambulance Repair Services from North Texas Fleet Services as the Primary Vendor and Industrial Power,LLC, as the Secondary Vendor for an Annual Amount Not to Exceed$120,000. 5. Authorize the City Manager to Approve the Purchase of Various Traffic Signal Equipment Items from Consolidated Traffic Controls, Inc., Through the Houston-Galveston Area Council (HGACBuy) Cooperative Purchasing System in the Amount of$161,767. The motion carried. 6. Authorize the City Manager to Execute a Four (4) Year Lease Agreement with Dell Financial Services for Computer Equipment in the Total Principal Amount of$628,198. MOTION: Upon a motion by Mayor Pro Tem Caplinger and a second by Councilmember Schulmeister, the Council voted seven(7)for and none(0)opposed to authorize the City Manager to execute a four (4) year lease agreement with Dell Financial Services for computer equipment in the total principal amount of$628,198.The motion carried. 7. Motion to Reappoint Dr. Joe Farmer to the North Texas Municipal Water District Board as a Representative for the City of Allen for a Two-Year Term Effective June 1, 2020, through May 31,2022. MOTION: Upon a motion by Councilmember Brooks and a second by Councilmember Clemencich, the Council voted seven (7) for and none (0) opposed to reappoint Dr. Joe Farmer to the North Texas Municipal Water District Board as a representative for the City of Allen for a two-year term effective June 1, 2020,through May 31,2022.The motion carried. 8. Motion to Appoint Mayor Pro Tern Caplinger to Serve on the North Central Texas 9-1-1 Emergency Communications District Board. ALLEN CITY COUNCIL REGULAR MEETING MARCH 24,2020 PAGE 3 MOTION: Upon a motion by Councilmember Kizer and a second by Councilmember Brooks,the Council voted seven(7)for and none(0) opposed to appoint Mayor Pro Tern Caplinger to serve on the North Central Texas 9-1-1 Emergency Communications District Board.The motion carried. Regular Agenda 9. Motion to Accept the Fiscal Year 2018-2019 Comprehensive Annual Financial Report(CAFR). MOTION: Upon a motion by Councilmember Doherty and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to accept the Fiscal Year 2018-2019 Comprehensive Annual Report(CAFR).The motion carried. 10. Discuss and Consider a Resolution Ordering the Postponement of the May 2, 2020, General Election for the Purpose of Electing the Mayor and City Council Place No. 2 to the November 3, 2020,Uniform Election Date. Mayor Terrell asked anyone wishing to speak to do so at this time. The following individuals spoke regarding Agenda Item 10: David Shafer, 351 Chaparral,Allen,Texas, spoke in opposition to this item. Kenneth Fulk, 1229 Marble Falls Drive,Allen,Texas, spoke in opposition to this item. RESOLUTION NO.3739-3-20(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN COLLIN COUNTY, TEXAS, POSTPONING THE GENERAL ELECTION TO BE HELD ON MAY 2, 2020, FOR THE PURPOSE OF ELECTING MEMBERS OF THE ALLEN CITY COUNCIL FOR MAYOR AND COUNCILMEMBER PLACE 2 TO THE NOVEMBER 3, 2020 UNIFORM ELECTION DATE; DESIGNATING POLLING PLACES; AUTHORIZING EXECUTION OF JOINT ELECTION CONTRACT FOR THE NOVEMBER 3, 2020 ELECTION; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. MOTION: Upon a motion by Councilmember Doherty and a second by Councilmember Clemencich, the Council voted six (6) for and none (1) opposed with Mayor Terrell casting the negative vote, to adopt Resolution No. 3739-3-20(R), as previously captioned, ordering the postponement of the May 2, 2020, General Election for the purpose of electing the Mayor and City Council Place No. 2 to the November 3, 2020,Uniform Election date.The motion carried. 11. Appoint Debbie Stout to Fill the Vacancy in the Unexpired Term of Mayor on the Allen City Council. MOTION: Upon a motion by Mayor Pro Tem Caplinger and a second by Councilmember Brooks, the Council voted seven(7) for and none (0) opposed to appoint Debbie Stout to fill the vacancy in the unexpired term of Mayor on the Allen City Council.The motion carried. 12. Administration of the Oath-of-Office and Presentation of the Certificate-of-Appointment. City Secretary George administered the Oath-of-Office to appointed Mayor Stout and Mayor Terrell presented the Certificate-of-Appointment to Mayor Stout. ALLEN CITY COUNCIL REGULAR MEETING MARCH 24,2020 PAGE 4 Mayor Terrell congratulated Mayor Stout on her appointment as Mayor and thanked her for her willingness to serve the citizens of Allen. Mayor Terrell then thanked past and previous councilmembers and staff for serving alongside him in making the City what it is today. Mayor Stout thanked Mayor Terrell for his 29 years of service to the City of Allen. Councilmember Kizer wished Mayor Terrell well and looked forward to a more appropriate sendoff once the public health emergency had ended. , Councilmember Clemencich thanked Mayor Terrell for his service and his mentorship. Councilmember Schulmeister thanked Mayor Terrell for all he had done to make Allen a great city to live,work, and play. Councilmember Brooks thanked Mayor Terrell for his leadership and mentorship. Councilmember Doherty thanked Mayor Terrell for welcoming her to the Council and for his service to the City. Mayor Pro Tem Caplinger thanked Mayor Terrell for his friendship and for taking Allen from a small dot to an exclamation point on the map. Other Business 13. Calendar. 14. Item of Interest. Council wished happy anniversary to Mayor Stout and her husband,Mark. Council encouraged the public to continue supporting their community through Allen Community Outreach and other organizations that are helping our neighbors during this public health emergency. Executive Session The Executive Session was not held. 15. Reconvene and Consider Action on Items Resulting from Executive Session. Adjournment MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 8:39 p.m. on Tuesday,March 24,2020.
