AN ORDINANCE OF THE CITY OF ALLEN, COLLIN COUNTY,
TEXAS, AMENDING SECTION 2(e), "ESTABLISHMENT OF LIBRARY
BOARD", OF ORDINANCE NO. 418-11-82, AND THE CITY OF ALLEN
CODE OF ORDINANCES, CHAPTER 7, "LIBRARY", ARTICLE 11,
"LIBRARY BOARD", SECTION 7-16(5), BY PROVIDING FOR EXTENSION
OF APPOINTED TERMS UNDER EXTRAORDINARY CIRCUMSTANCES.
WHEREAS, the City Council of the City of Allen did pass Ordinance No.
418-11-82 in November, 1982, continuing the free public library, providing for a lirary
board and establishing its terms of office; and,
WHEREAS, the City Council of the City of Allen wishes to amend that ordinance
to provide a mechanism whereby extraordinary circumstances may affect terms of
office for library board members;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ALLEN, TEXAS, THAT:
SECTION 1. From and after the effective date of this ordinance, Section
2(e) of Ordinance No. 418-11-82 and Chapter 7, "Library", Article II, "Library Board",
Section 7-16(5) of the City of Allen Code of Ordinances shall be amended to read as
follows:
Members of the Allen Public Library Board shall serve for two-year terms
with appointments beginning July first.
Places 1, 3, 5 and 7 shall be appointed in odd -numbered years, and places
2, 4 and 6 shall be appointed in even -numbered years so that board
memberships will be staggered. No member shall be appointed to the
board for more than three (3) successive terms; provided, however, a
member may be appointed to a fourth (4th) successive term if; in the City
Council's sole discretion, said appointment is necessary by extraordinary
circumstances. This provision shall apply to all future appointments. All
vacancies shall be filled for the unexpired term in the same manner as
provided for in regular appointments.
SECTION 2. This ordinance shall become effective immediately upon its

passage and publication as required by law.
