With a quorum of the Councilmembers present,the Workshop Session of the Allen City Council was called to
order by Mayor Stout at 6:19 p.m. on Tuesday,August 11, 2020, in the Basement Meeting Room of the Allen
City Hall, 305 Century Parkway,Allen,Texas.
1. Annual Economic Development Corporation Briefing.
2. Committee Updates from City Council Liaisons.
Updates were provided on the following Boards:
City Council Nominating Committee
Convention and Visitors Bureau Advisory Committee
Library Board
Collin County Transit Study Advisory Committee
Heritage Village Ad Hoc Committee
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:02 p.m. on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Stout at 7:08 p.m. on Tuesday,August 11, 2020, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

1. Citizen Comments.
Bernard Bodeux, 309 Bordwell Drive, Allen, Texas, spoke regarding his TABC pre-qualification
application for a winery permit.
Consent Agenda
MOTION: Upon a motion made by Councilmember Clemencich and a second by Mayor Pro Tern
Caplinger, the Council voted seven (7) for and none (0) opposed to adopt all items on the
Consent Agenda as follows:
2. Approve Minutes of the July 28,2020,Regular City Council Meeting.
3. Approve Minutes of the August 1,2020, Special Called Workshop Meeting.
4. Adopt a Resolution Amending Resolution No.3731-2-20(R)Ordering a Joint General Election to
be Held on November 3, 2020 and Authorizing the City Manager to Enter into a Joint General
Election Services Contract with the Elections Administrator of Collin County.
RESOLUTION NO.3768-8-20(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN,COLLIN COUNTY,TEXAS,AMENDING RESOLUTION NO.3731-2-20(R)ORDERING
A JOINT GENERAL ELECTION TO BE HELD ON NOVEMBER 3 2020,FOR THE PURPOSE OF
ELECTING THE MAYOR AND CITY COUNCILMEMBER FOR PLACE NO. 2; DESIGNATING
LOCATION OF POLLING PLACES; ORDERING NOTICE OF ELECTION TO BE GIVEN AS
PRESCRIBED BY LAW IN CONNECTION WITH SUCH ELECTION; AUTHORIZING
EXECUTION OF JOINT ELECTION AGREEMENT; AND PROVIDING FOR AN EFFECTIVE
DATE.
5. Authorize the City Manager to Execute a Professional Services Agreement with Dynamic
Engineering Consultants for Engineering Services for the Ridgeview Drive (Alma to Wafters
Branch Creek) and Alma Drive (Ridgeview to SH 121) Roadway Improvement Project in the
Amount of$129,490.
6. Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of
Temporary Personnel for Ice Tech Services for Allen Event Center with Innovative Solution
Advisors,LLC, dba Stadium People,in the Amount of$174,777 with Options for Two One-Year
Renewals.

7. Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of
Temporary Personnel for Building Operations and Conversion for Allen Event Center with FW
Services Inc.,dba Pacesetter Personnel Services,in the Amount of$309,851 with Options for Two
One-Year Renewals.
8. Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of
Temporary Personnel for Guest Services and Security for Allen Event Center with Innovative
Solution Advisors,LLC.,dba Stadium People,as the Primary Vendor in the Amount of$400,947
with Options for Two One-Year Renewals and D&L Entertainment Services, as the Secondary
Vendor.
The motion carried.

The Executive Session was not held.

MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Doherty,the
Council voted seven(7)for and none(0)opposed to adjourn the Regular Meeting of the Allen
City Council at 7:20 p.m. on Tuesday,August 11,2020. The motion carried.
