With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Stout at 6:06 p.m. on Tuesday, August 25, 2020, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Stout at 7:00 p.m. on Tuesday, August 25, 2020, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

Susan Bernard, 1303 Lombardy Way,Allen,Texas, spoke regarding enforcing city codes for all
citizens.
Consent Agenda
MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Doherty,the
Council voted seven(7)for and none(0)opposed to adopt all items on the Consent Agenda as
follows:
2. Approve Minutes of the August 11,2020,Regular City Council Meeting.
3. Approve Minutes of the August 14-15,2020,City Council Budget Workshop.
4. Authorize the City Manager to Execute an Agreement with Allen Sports Association, Inc., to
Grant Non-Exclusive Use of the Stephen G. Terrell Recreation Center Competitive Gym Space
for Youth-Sports Programs for a Period of Twenty-Five(25) Years in Exchange for a Financial
Contribution of$3,000,000.
5. Award Bid and Authorize the City Manager to Execute a Contract with KIK Underground,LLC,
for the Windridge Estates Phase 1 Water& Sanitary Sewer Replacement Project in the Amount
of$5,064,457.
6. Award Bid and Authorize the City Manager to Execute an Annual Contract with Mart,Inc., for
Fire Station#5 Parking Lot Restoration in the Amount of$121,686.
7. Award Bid and Authorize the City Manager to Execute a Contract for Enhanced Landscaping
Services with Jeff Rice,dba Lawn Star Landscape in the Amount of$199,568 with the Option for
Two,One-Year Renewals.

8. Conduct a Public Hearing and Adopt an Ordinance for a Specific Use Permit SUP for a Medical
Clinic Use for a 3,586 ± Square Foot Portion of a Building Located on Lot 2, Block A, of Lots
1&2, Block A, Stacy Village Addition; Generally Located North of Stacy Road and East of
Watters Road(and commonly known as 940 W. Stacy Road, Suite 110). [Heal 360]

do as at this time.

With no one else speaking,Mayor Stout closed the public hearing.
ORDINANCE NO. 3769-8-20: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT CODE
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY GRANTING SPECIFIC USE PERMIT
NO. 176 AUTHORIZING A 3,586± SQUARE FOOT PORTION OF A BUILDING LOCATED ON
LOT 2, BLOCK A, OF LOTS 1&2, BLOCK A, STACY VILLAGE ADDITION; PRESENTLY
ZONED AS AND LOCATED IN PLANNED DEVELOPMENT"PD"NO. 92 SHOPPING CENTER
"SC" ZONING DISTRICT TO BE USED FOR A MEDICAL CLINIC USE; PROVIDING A
CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A SAVINGS CLAUSE;PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO
THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE
DATE.
MOTION: Upon a motion by Councilmember Schulmeister and a second by Councilmember Brooks,the
Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3769-8-20, as
II previously captioned, for Specific Use Permit No. 176 for a Medical Clinic use. The motion
carried.
9. Confirm Appointments of Councilmembers as Liaisons to City Boards and Commissions as
Nominated by Mayor Stout.
MOTION: Upon a motion by Councilmember Brooks and a second by Mayor Pro Tem Caplinger, the
Council voted seven (7) for and none (0) opposed to confirm the following appointments of
Councilmembers as Board Liaisons to City Boards and Commissions, as nominated by Mayor
Stout.

Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
7:25 p.m. on Tuesday,August 25, 2020, in the Basement Meeting Room, 305 Century Parkway,Allen,Texas,
in order to discuss matters pertaining to:
12. Economic Development Deliberation Pursuant to Section 551.087 of the Texas
Government Code—
Discussion of Potential Economic Incentives for Monarch City.
The Executive Session adjourned at 8:02 p.m. on Tuesday,August 25,2020.
13. Reconvene and Consider Action on Items Resulting from Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:05 p.m. on Tuesday,August 25, 2020. No
action was taken on items discussed during the Executive Session.
