Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Smiddy called the
meeting to order at 7:02 p.m. on Monday, February 10, 2020, in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen, Texas.
1) Approve Minutes of the November 11,2019,Regular Meeting
Motion: Upon a motion by Member and a second by Member Hollingsworth, the
Parks and Recreation Board voted Johnson(7) for and none(0) opposed to
approve the minutes from the November 11, 2019 Regular Meeting as
presented. The motion carried.
2) Appoint Two Representative to Ad Hoc Fee Review Committee

After a brief overview of the purpose and responsibilities of the Ad Hoc Fee Review
Committee, Chair Smiddy asked the Board for volunteers to serve on this
subcommittee. Members Thomas and Johnson were appointed to serve.
3) Recommend City Council Adopt the Standards of Care Necessary for Day Care
Exemption
Carrie Cessna, Assistant Director, review the standards and then took questions. After
a brief discussion the following motion was presented.
Motion: Upon a motion by Member Johnson and a second by Member Holly, the
Parks and Recreation Board voted seven(7) for and none(0) opposed to
recommend City Council adopt the Standards of Care Necessary for Day
Care Exemption. The motion carried.
4) Update on Stephen G. Terrell Recreation Center
Brian Bristow, Assistant Director,updated the Board on the new recreation center and
community park.
5) Update on Parks and Open Space Master Plan
Assistant Director, Brian Bristow introduced Hunter Rush of MHS Planning who
reviewed the results of the community survey.
6) Update on Future Projects
Matt McComb, Park Planning &Development Manager, provided updates on future
projects such as a new dog park, and ongoing projects including Spirit Park Tree
Carving public art project, Rolling Hills, Heritage Park, and Twin Creeks Business
Park .
Brian Bristow, reported on the future development at Alma Road and Highway 121
formerly referred to as the"Strand. In addition he updated the Board on the
Locomotive purchase, sharing several photos and noting that the purchase agreement
was held up due to bankruptcy however is expected to be complete on February 13.
7) Subcommittee Updates
Member Rentie and Member Smiddy reported on the Senior Advisory Committee
meetings they recently attended, noting discussions including the South Dakota trip,
trikes, and programs.

Motion: Upon a motion by Member Geoben and a second by Member Holley, the
Parks and Recreation Board voted seven(7) for and none(0) opposed to
adjourn the meeting at 8:52 p.m. The motion carried.
