With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Stout at 7:00 p.m. on Tuesday, September 22,2020, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

1. Citizen Comments.
Timothy Kable, 1073 Kenilworth Street, Allen, Texas, spoke regarding low water pressure at his
residence and neighborhood.
2. Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation to Ryan and Kimberly Richardson, of Carson's Crusaders
Foundation,Proclaiming September 22,2020, as Carson Richardson Day.

MOTION: Upon a motion made by Councilmember Clemencich and a second by Mayor Pro Tern
Caplinger, the Council voted seven (7) for and none (0) opposed to adopt all items on the
Consent Agenda as follows:
3. Approve Minutes of the September 8,2020,Regular City Council Meeting.
4. Appoint Kevin Hoffman,MD, as the Health Authority for the City of Allen in Accordance with
Section 121.033 of the Texas Health and Safety Code.
5. Adopt a Resolution Appointing Members to Fill Expiring and Vacant Terms on the Board of
Directors for Tax Increment Financing(TIF)Reinvestment Zone No. 1 (Garden District).
RESOLUTION NO. 3777-9-20(R): A RESOLUTION OF THE CITY COUNCIL FOR THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS,APPOINTING THE BOARD OF DIRECTORS OF THE
ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO. 1;AND PROVIDING FOR
AN EFFECTIVE DATE.
6. Adopt a Resolution Reappointing Members to Fill Expiring Terms on the Board of Directors for
Tax Increment Financing(TIF)Reinvestment Zone No.2(Central Business District).
RESOLUTION NO.3778-9-20(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPOINTING THE BOARD OF DIRECTORS OF THE
ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO.2;AND PROVIDING FOR

7. Adopt a Resolution Amending the City's Investment Policy Governing the Investment of
Municipal Funds.
RESOLUTION NO. 3779-9-20(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING AN AMENDED POLICY FOR THE
INVESTMENT OF MUNICIPAL FUNDS;AND PROVIDING AN EFFECTIVE DATE.
8. Adopt a Resolution Amending Authorized City Representatives to Conduct Transactions and
Inquiries with TexPool.
RESOLUTION NO. 3780-9-20(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING PRIOR DESIGNATIONS OF INVESTMENT
OFFICERS OF THE CITY AND AUTHORIZING INDIVIDUALS TO INVEST, TRANSFER,
WITHDRAW, DEPOSIT, GIVE INSTRUCTIONS ON BEHALF OF THE ORGANIZATION, OR
MANAGE FUNDS FOR THE CITY OF ALLEN;AND PROVIDING AN EFFECTIVE DATE.
9. Award Bid and Authorize the City Manager to Execute a Contract with Air Conditioning
Innovative Solutions, Inc., for the City Hall Server Room Heating, Ventilation, and Air
Conditioning Project in the Amount of$130,459.
10. Authorize the City Manager to Execute a Change Order with Duro-Last, Inc., for Roof
Replacement at the Allen Event Center in the Amount of$56,966.52.

11. Adopt a Resolution Authorizing the Creation of an Emergency Utility Assistance Program to
Provide Relief for Allen Residents Facing Financial Hardship Due to COVID-19 and Authorize
the Use of CARES Act Community Development Block Grant(CDBG)Funds for the Emergency
Utility Assistance Program.
RESOLUTION NO.3781-9-20(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CREATION OF THE COVID-19
EMERGENCY UTILITY ASSISTANCE PROGRAM TO PROVIDE RELIEF FOR ALLEN
RESIDENTS FACING FINANCIAL HARDSHIP DUE TO COVID-19;AUTHORIZING THE USE
OF CARES ACT COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (CDBG-CVFUNDS)
FOR THE EMERGENCY UTILITY ASSISTANCE PROGRAM; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A REPEALING CLAUSE;AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Doherty and a second by Councilmember Clemencich,the
Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3781-9-20(R), as
previously captioned, authorizing the creation of an Emergency Utility Assistance Program to
provide relief for Allen residents facing financial hardship due to COVID-19, and authorizing
the use of CARES Act Community Development Block Grant (CDBG) funds for the
Emergency Utility Assistance Program.The motion carried.
12. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of
Planned Development PD No. 92 Corridor Commercial "CC" and to Adopt a Zoning Exhibit,
Concept Plan, Building Elevations, and Driveway Exhibit for Starcreek Commercial, Block C,

Lot 2, Generally Located at the Southeastern Corner of the Intersection of Ridgeview Drive and
Watters Road. [Waiters Ridge Allen]
Mayor Stout opened the public hearing and asked anyone wishing to speak for or against this item to
do as at this time.
The following individual spoke in favor to the item:

The following individual spoke in opposition to the item:
William Mitchell, 872 Starcreek Parkway,Allen,Texas 75013.
The following individuals did not speak but wished to record their support of the item:

ORDINANCE NO. 3782-9-20: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY,TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT CODE
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING THE REGULATIONS OF
PLANNED DEVELOPMENT "PD" NO. 92 CORRIDOR COMMERCIAL "CC" RELATING TO
THE USE AND DEVELOPMENT OF LOT 2, BLOCK C, STARCREEK COMMERCIAL, AND
ADOPT A CONCEPT PLAN, BUILDING ELEVATIONS, AND DRIVEWAY EXHIBIT;
PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Mayor Pro Tern Caplinger and a second by Councilmember Doherty, the
Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3782-9-20, as
previously captioned, to amend the Development Regulations of Planned Development"PD"
No. 92 Corridor Commercial CC and to adopt a Concept Plan,Building Elevations, and Drive
Exhibit for a property generally located at the southeastern corner of the intersection of
Ridgeview Drive and Watters Road.The motion carried.
Mayor Stout moved to Agenda Item 14.

8:16 p.m. on Tuesday, September 22, 2020, in the Basement Meeting Room, 305 Century Parkway, Allen,
Texas, in order to discuss matters pertaining to:
