Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Stout at 6:05 p.m. on Tuesday, October 27, 2020, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.
1. Update on TXDOT Roadway Improvements.
2. Discussion on Advanced Meter Infrastructure(AMI)Professional Services Contract.
3. Questions on Current Agenda.
4. Committee Updates from City Council Liaisons.
• Councilmember Brooks provided an update from the Allen Economic Development Corporation.
• Councilmember Schulmeister provided an update from the Regional Transportation Council.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:57 p.m. on

order by Mayor Stout at 7:06 p.m. on Tuesday, October 27, 2020, in the Council Chambers of the Allen City

MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich,
the Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
3. Approve Minutes of the October 13,2020,Regular City Council Meeting.
4. Adopt a Resolution Authorizing the Director of Parks and Recreation to Apply for, Accept,
Reject, Alter or Terminate a Grant Through Texas Parks and Wildlife's Outdoor Recreation
Grant Program for the Construction of the Stephen G.Terrell Community Park.
RESOLUTION NO. 3784-10-20(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON
BEHALF OF THE "APPLICANT" IN DEALING WITH TEXAS PARKS AND WILDLIFE,
HEREINAFTER REFERRED TO AS "GRANTOR," FOR THE PURPOSE OF PARTICIPATING IN
THE TEXAS PARKS AND WILDLIFE DEPARTMENT'S OUTDOOR RECREATION GRANT
PROGRAM, HEREINAFTER REFERRED TO AS THE "PROGRAM"; CERTIFYING THAT THE
"APPLICANT" IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE
"APPLICANT" MATCHING SHARE IS READILY AVAILABLE; AND DEDICATING THE
PROPOSED FACILITY FOR PERMANENT PUBLIC RECREATION PURPOSES;AND PROVIDING
FOR AN EFFECTIVE DATE.
5. Authorize the City Manager to Execute a Professional Services Agreement with Teague Nall and
Perkins, Inc., for the Design of a 24-inch Potable Water Line from Allen Commerce Drive to
Ridgeview Drive in the Amount of$284,900.

6. Authorize the City Manager to Execute a Professional Services Agreement with VAI Architects
Inc.,for Architectural/Engineering Services for Phase II Design of the Fire Station#6 Project in
the Amount of$611,600.
