O-1396-1-96ORDINANCE NO. 1396-1-96 AN ORDINANCE OF THE CITY OF ALLEN, TEXAS, RESTRUCTURING CERTAIN ADMINISTRATIVE DEPARTMENTS OF THE MUNICIPAL ORGANIZATION; ASSIGNING MUNICIPAL COURT ADMINISTRATION UNDER THE DIRECTION OF THE CITY SECRETARY; CREATING THE POSITION OF ASSISTANT CITY MANAGER AND ASSIGNING RESPONSIBILITIES; REVISING THE CITY'S PERSONNEL POLICIES AND PROCEDURES MANUAL TO REASSIGN THE ROLE OF PERSONNEL OFFICER; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 3.05 of the Allen City Charter empowers the city council to provide for necessary organizational arrangements, to carry out properly its public safety, public works, recreation, library, finance and other service and administrative functions; and, WHEREAS, the city manager has recommended that the supervision of municipal court operations, now assigned to the police department, would better serve the city if assigned to the city secretary; and, WHEREAS, the city manager has also recommended that the assistant to the city manager position be reclassified and titled assistant city manager in order to improve central managerial direction to certain key municipal operations; and, WHEREAS, the city's personnel policies and procedures manual, adopted by the city council on June 20, 1991 and since revised, presently assigns the role of personnel officer to the city manager; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: SECTION 1: The city secretary shall, in addition to his or her other duties defined in the Allen City Charter or assigned by the city council, supervise the effective and efficient administration of municipal court. The city secretary shall appoint and remove the employees of said court, except for the municipal judge and any alternate judges, who will continue to be appointed by the city council. SECTION 2: There shall be established a position of assistant city manager, who shall perform the duties of personnel officer of the city, direct the planning and development of information technology, provide staff support to the Cable TV and Telecommunications Advisory Committee, and supervise one or more city departments as assigned by the city manager. The assistant city manager shall also perform special projects and other duties assigned by the city manager, and shall perform the duties of the city manager during his or her absence. SECTION 3: Section 1.03, paragraph D of the city's personnel policies and procedures manual shall be revised to read, in its entirety, as follows: "The Assistant City Manager shall perform the duties of the Personnel Officer in the administration of all delegated personnel functions."
