Min - City Council - 1971 - 03/18 - RegularREGULAR MEETING March 18, 1971 City Council, City of Allen Present: Mayor Frank Dugger Allen, Texas Councilman: Mack Holloway, LeRoy Ewen, Clifford Hart & C.D. Whitaker. Absent: Bob Lowman. Motion C.D. Whitaker Second Roy Ewen that minutes of previous meeting be Approved as read by City Secretary. Motion Carried 4 For 0 Against. Fred Tomlinson appeared before Council and related an incident that happened recently to the Fire Department and asked Council's help in trying to do some- thing to prevent this from happening again in the future. Mr. Tomlinson stated that the Fire Department recently answered a call to a house fire on Allenwood Drive and that they had difficulty in locating the house because the proper house mmbers were not displayed on some of the houses. Council agreed to try and remedy this situation, by placing a notice in the Allen American for each occupant to place their correct house number on their house and that each occupants correct house number would be placed on the next water bill mailed out. After some discussion by approximately 50 or 60 people present Council agreed to let a Committee try -bo bring a reccomendation to the Council as to what the Committee would propose to do for a Youth Progmam of the Youth in the City of Allen. Members of the Committee are : H.C. Brooks, Chairman Mrs Tam Inkman Mrs James Martin Mrs Dub Martin Mrs Wendell Terrell Mrs Charles Dunn Fred Tomlinson George Martin Mrs Raymond Snoddy Brenda Dunn Robin Barnes Motion C.D. Whitaker Second Roy Ewen that bills presented be approved. Motion Carried 4 For 0 Against. Motion C.D. Whitaker Second Roy Ewen that the names reccomended by the Library Board be approved for the coming year. Names submitted were Joe Dillard, Mrs Rob- ert E. Lowman & Mrs Richard Belz. Mrs Ernest Shelgren and Mrs Don Kissinger are holdovers from the present board. Motion Carried 4 For 0 Against. Charles Tripplett appeared before Council and asked information as to the possibility of him picking up the garbage in the City. Council asked Mr. Tripplett to present his proposal to the City in the form of a Contract. Mr. Triplett agreed to do so. Don Bodenbaugh appeared before Council and asked permission to construct a Metal Carport on his present dwelling. Council agreed to grant Mr. Rodenbaugh permission to erect this carport. Mr. Rodenbaugh also presented plane on a new Commerical Building to be erected on his property. Council approved Mr Rodenbaugh's plans and also agreed to help with the opening of the alley be- tween his present property and the property that he is now building on. Council also agreed to let the Merchants erect some signs on the Expressway and Highway 5 advertis6ng the City. Council advised Mr. Rodenbaugh that they did not feel that the 6ity could directly contribute money to this project but would be willing to help in any way that they could. Motion C.D. Whitaker Second Mack Holloway that City approve the petation of the Allen Independent School District to annex the School Property directly South of the Elementary School. this property is better known as the OSconnor property. Motion Carried 4 For 0 Against. 91) Chief Jerry Burton presented to Council two bids on a fence to be erected around the car pound. One from Fisher Fence Co, and Richardson Stockade Fence Co. of Plano. Motion C.D. Whitaker Second Mack Holloway that the bid of $850.00 be accepted from the Richardson Stockade Fence Co. it being the low bid. Motion Carried 4 For 0 Against. Council received a reccomendation from the Planning & Zoning Commission approving the Zoning request from the Corporate Realty 71, Inc. Council set April 1, as the date for a public hearing on the Zoning of this property. Motion C.D. Whitaker Second Clifford Hart that the Planning & Zoning Commission's reccomendation be approved as well as April 1 for the date of the Public hearing. Also that April 1 be set as the date for Public Hearing on the Annexation of this property. Motion Carried 4 For 0 Against. Council also asked that City Engineer Walter Hicks be contacted as to the proper procedure to follow in requireing a Bend to be posted on the Streets and Utilities that are constructed by the different developers.
