Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Special Called Workshop of the Allen City Council was
called to order by Mayor Fulk at 9:00 a.m.on Saturday,January 28,2023,in the Allen Ballrooms 1,2,and 3 at
the Hilton Garden Inn,705 Central Expressway South,Allen,Texas 75013.
1. Introduction and Workshop Overview.
Mayor Fulk and Mr. Ellwanger welcomed everyone and provided an introduction for the planned
discussion for the Workshop with Council.
2. Refresh of the Five Strategic Goals.
Dr. Willingham facilitated a discussion on the Strategic Goals set by the Council in 2022.
Goal 1—Financially sound and transparent City government.

Goal 2—Safe and livable community for all.
Goal 3—Vibrant community with lively destinations and successful commercial centers.

3. General Discussion Regarding City Council's 2023 Strategic Priorities.
Council discussed specific topics to be addressed in future briefings and/or added to Strategic Plan
2023. These included:
• Homestead Exemptions
• Future Community Development Corporation Direction
• Future Bond Program
4. Recap Workshop Discussions.
Executive Session.
The Executive Session was not held.
Adjournment.
Mayor Fulk adjourned the Special Called Workshop of the Allen City Council at 3:07 p.m. on Saturday,
January 28,2023. The motion carried.
