Call to Order and Announce a Quorum is Present.
With a quorum of the Parks and Recreation Board present, Chair Johnson called the
meeting to order at 6:30 p.m. on Monday, October 10, 2022, in the Parks Meeting Room
of the Municipal Service Center at 900 S. Greenville Avenue,Allen, Texas.
1) Election of Officers.
Chair Johnson, opened the floor for nominations of Chair, Vice-Chair and Secretary.
After a short discussion the following motions were presented:
Motion: Upon a motion by Member Holley and a second by Member Thomas, the
Board voted five (5) for and none (0) opposed tor reappoint Geoben
Johnson as Chair. The motion carried.
Motion: Upon a motion by Member Thomas and a second by Member
Hollingsworth, the Board voted five (5) for and none (0) opposed to
reappoint John Holley as Vice-Chair. The motion carried.

Motion: Upon a motion by Member G. Johnson and a second by Member Holley,
the Board voted five (5) for and none (0) opposed to reappoint Luke
Hollingsworth as Secretary. The motion carried.
2) ApproveMinutes of the August 8, 2022,Regular Meeting.
Motion: Upon a motion by Member Holley and a second by Member
Hollingsworth, the Parks and Recreation Board voted five (5) for and none
(0) opposed to approve the minutes from the August 8, 2022 Regular
Meeting as presented. The motion carried.
3) New Board Member Introduction.
4) Review Proposed Revisions to Parks and Recreation Ordinances.
Members Simpson and Brewer served on the Ad Hoc Subcommitte to review
ordinances and through that process provided feedback on over forty items. Kyle
Benedict, Assitanct Director, reviewed with the Board those items as well as the
proposed Dog Park Rules. He then took questions and provided clarification. All
board members where encouraged to do one final review of the current ordinances and
provide any feedback prior to the next meeting.
5) Code of Conduct for Recreation Overview.
Teresa Thomason, Assistant Director reviewed with the Board the proposed Code of
Conduct Tor Facilities. The Board provided feedback and a final version-will be posted
at facilities and included in the LIFE Guide.
6) Overview of Ongoing Projects.
Brian Bristow, Assistant Director, gave a brief update on ongoing projects including
Heritage Village, Bethany Lakes Loop Trail, Stephen G. Terrell Recreation Center and
Rolling Bills Park.
7) Items of Interest.
a. Next meeting Monday,November 14, 2022
8) Adjourn
Motion: Upon a motion by Member Holley and a second by Member
Hollingsworth, the Parks and Recreation Board voted six (6) for and none
(0) opposed to adjourn the meeting at 7:33 p.m. The motion carried.
