Min - Parks and Recreation Board - 2022 - Called PARKS AND RECREATION BOARD CALLED MEETING MINUTES November 14,2022 Parks and Recreation Board Present: Geoben Johnson, Chair John Holley, Vice Chair Phillip Brewer Thomas Johnson Karen Simpson Ed Bryan, Heritage Guild Representative Absent: Luke Hollingsworth, Secretary Terrance Thomas City Council Liaison: Carl Clemencich 111 City Staff: Kate Meacham, Director, Parks and Recreation Jennifer Robinson, Strategic Projects Manager, Parks and Recreation Brian Bristow, Director of Park Development, Parks and Recreation Kyle Benedict,Assistant Director, Parks and Recreation Call to Order and Announce a Quorum is Present. With a quorum of the Parks and Recreation Board present, Chair G. Johnson called the meeting to order at 6:32 p.m. on Monday,November 14, 2022, in the Parks and Recreation Community Room at 301 Century Parkway,Allen, Texas. 1) Approve Minutes of the October 10,2022,Regular Meeting. Motion: Upon a motion by Member Simpson and a second by Member Holley,the Parks and Recreation Board voted five (5) for and none (0) opposed to approve the October 10, 2022, Regular Meeting minutes as presented. The motion carried. Parks and Recreation Board Minutes November 14,2022 Page 2 2). Recommend City Council Adopt Proposed Revisions to Parks and Recreation Ordinances. Kate Meacham and Kyle Benedict reviewed proposed changes to the Parks and Recreation Ordinances with the Board. They opened the floor for questions regarding the changes. Following a brief discussion,the following motion was presented. Motion: Upon a motion by Member Brewer and a second by Member Holley,the Parks and Recreation Board voted five (5) for and none (0) opposed to recommend City Council adopt the proposed revisions to Parks and Recreation Ordinances. The motion carried. 3) Recommend the Implementation of the Updated Facility Code of Conduct. Motion: Upon a motion by Member Simpson and a second by Member G. Johnson, the Parks and Recreation Board voted five (5) for and none (0) opposed to recommend the implementation of the updated Facility Code of Conduct. The motion carried. 4) Appoint Senior Advisory Committee Representative(s). Chair G. Johnson appointed Board Members to attend Senior Advisory Committee Meetings as a Parks Board Liaison on a rotating calendar schedule. 5) Discuss Facility Naming. The Parks and Recreation Board heard discussion on The Edge Youth Center/Visitors Center facility name being changed to The Edge, Don Rodenbaugh Natatorium being changed to Don Rodenbaugh Aquatics Center, and the future Dog Park being named Bark Yard. 6) Receive Budget Updates The Board received FY23 budget updates. 7) Update of Ongoing Projects a. Heritage Village Phoenix One has begun mobilization for a pavilion with an expected September completion date. b. Bethany Lakes Loop Trail CDC has partially funded a grant to make the loop trail just under a mile. c. Stephen Terrell Recreation Center The project is on track and is expected to be mostly dried-in by the end of 2022. There will be a Storybook Trail on the north end of the trail loop which will be a collaboration with the Allen Public Library, Allen Public Art, and Allen Park Foundation. d.
