A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, TEXAS,
CONCURRING WITH THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION'S
DESIGNATION OF NICHOLSON MEMORIAL LIBRARY AS MAJOR RESOURCE
CENTER FOR THE NORTHEAST TEXAS LIBRARY SYSTEM, AND PROVIDING
FOR THE MEMBERSHIP OF THE ALLEN PUBLIC LIBRARY IN THAT SYSTEM.
WHEREAS, the State Library and Archives Commission on
May 20, 1983 held a public hearing on annual programs of services
for the Northeast Texas Library System submitted by the cities
of Dallas and Garland; and
WHEREAS, the State Library and Archives Commission voted
to accept the program of services submitted by Garland and
designate the Nicholson Memorial Library at Garland as the
Major Resource Center Library for the Northeast Texas Library
System (NETLS); and
WHEREAS, the designation of Garland as the Major Resource
Center for NETLS also involves revoking the designation of the
Dallas Public Library as the Major Resource Center for NETLS;
and
WHEREAS, the Library Systems Act (VACS 5446a) requires
the concurrence of a majority of the governing authorities
of system member libraries when a Major Resource System is
reorganized;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ALLEN, TEXAS:
Section 1. The City Council of the City of Allen, Texas,
concurs with the State Library and Archives Commission's
designation of the Nicholson Memorial Library•at Garland as
the Major Resource Center for the Northeast Texas Library System.
Section 2. In the event that the proposed reorganization
is approved by a majority of the appropriate governing bodies
of the libraries comprising the System, then the City Council
of the City of Allen, Texas, accepts membership of the Allen
Public Library as a System member of the newly organized
Northeast Texas Library System with Nicholson Memorial Library
at Garland as the Major Resource Center Library.
Section 3. In the event that the proposed reorganization
is not approved by a majority of the appropriate governing
bodies of the libraries comprising the System, then the City

Council of the City of Allen, Texas, will allow its original
resolution joining the Northeast Texas Library System to
remain in effect.
