R-454-9-83RESOLUTION NO. 454-9-83 (R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, TEXAS SUPPORTING THE NEED FOR AND DESIRABILITY OF THE DEVELOPMENT OF A COMPREHENSIVE PLAN FOR THE CITY, COMMITTING TO UNDERTAKE AND COMPLETE THE MASTER PLAN DURING THE UPCOMING FISCAL YEAR AND DIRECTING THE CITY STAFF TO RESEARCH AND REVIEW ALTERNATE SOURCES OF FUNDING FOR FINANCING THE COMPREHENSIVE PLAN AND DEVELOPING A PLAN OUTLINE FOR COUNCIL REVIEW. WHEREAS, during the past decade the City of Allen has, by the percentage of growth, been one of the fastest growing cities in the Dallas/Ft. Worth Metropolitan Area, and, WHEREAS, it is anticipated that this growth will continue to expand during the remainder of this decade, and, WHEREAS, a comprehensive planning document will help promote the orderly growth of the community by providing for the orderly extension of utilities, streets and other city infrastructure and providing locations for other community facilities, and, WHEREAS, the original planning document for the City of Allen was completed in 1970 and updated in 1977 and 1978, and, WHEREAS, the rapid growth of the City and the age of the most recent updated document provide only limited assistance to the City Council and other Boards and Commissions appointed by the Council, and, WHEREAS, a current comprehensive planning document would be of benefit and provide assistance to the City Council, the Planning and Zoning Commission, the Parks and Recreation Board, City Staff, citizens, developers and others, and, WHEREAS, development of a comprehensive plan provides a unique opportunity for citizen participation, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, TEXAS: SECTION 1. The City Council supports the concept of comprehensive planning and is committed to undertaking and completing a comprehensive plan for the City of Allen during the 1983-84 fiscal year. Resolution No. 454-9-83 (R) Page 2 SECTION 2. City Council recognizes that the necessary funds to fund the development of the comprehensive plan have not been included in the 1983-84 fiscal year budget, and, therefore, directs the City Staff to research and review funding sources and propose a plan for financing a comprehensive plan for Council approval. SECTION 3. City Council also directs the Staff to develop an outline of the proposed document delineating the various elements of the plan and showing a time schedule for completion.
