R-549-9-84RESOLUTION NO. 549-9-84(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING CERTAIN POLICIES AND PROCEDURES AS THEY PERTAIN TO CITY EMPLOYEE BENEFITS INCLUDING DISABILITY INSURANCE, OVERTIME PAY AND COMPENSATORY TIME AND AMENDING THE CITY'S PERSONNEL POLICIES AND PROCEDURES MANUAL ACCORDINGLY. WHEREAS, the City Council has adopted a Personnel Policies and Procedures Manual (effective September 1, 1980) to provide for a high degree of understanding and cooperation and efficiency and unity through systematic uniform application of modern personnel practices; and, WHEREAS, each year in conjunction with the adoption of the annual fiscal year budget, the City Council has reviewed all or portions of the employee benefits offered by the City of Allen; and, WHEREAS, a comprehensive review of the City's existing employee benefits package has been completed and recommendations for adoption of certain changes to that benefits package are forthcoming. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, TEXAS: SECTION 1. It is directed by the City Council that the following changes in the employee benefits package be implemented. a) Disability Insurance. The existing disability insurance carried through the City's health insurance program will be discontinued. b) Overtime. All non -staff level positions are entitled to overtime pay for all hours worked in excess of the normal work week except as may be authorized by the City Manager. It is the intent here to discontinue the practice of offering compensatory time in lieu of overtime. c) Compensatory Time. Section 3 of Chapter 7 of the Personnel Policies and Procedures Manual is hereby amended with the following wording: "The City Manager may authorize compensatory time for hours worked in excess of an employee's Resolution No. 549-9-84(R) Page 2 regularly scheduled work week. Staff level personnel designated by the City Manager may be authorized compensatory time on an individual basis in lieu of overtime compensation. When necessary and feasible, compensatory time may be offered to non -staff level personnel upon approval by the City Manager. Compensatory time will be reimbursed at the regular overtime rate of 12 hours to one hour when authorized." SECTION 2. These changes will take effect beginning October 1, 1984.
